LEVEL 3 Risk:
- Reconsider travel to Mainland China due to the arbitrary enforcement of local laws, including in relation to exit bans, and the risk of wrongful detentions.
- Reconsider travel to the Macau SAR due to a limited ability to provide emergency consular services. Exercise increased caution when traveling to the Macau SAR due to the arbitrary enforcement of local laws.

LEVEL 2 Risk:
- Exercise increased caution when traveling to the Hong Kong SAR due to the arbitrary enforcement of local laws.

China is very fond of using hostage diplomacy to get what it wants, in case you haven't noticed already.

If you're from a country which doesn't have very good relations with China, better stay away. Doesn't matter if you're going there for a holiday, doing business or studying.
