In America, political donors and lobbies control policies, whether the Democrats or Republicans are in charge.

In China, the people elect deputies to the lower-level congresses which in turn vote deputies to higher level congresses all the way up to the heads of state and judicial organs. Hence the leaders are directly or indirectly beholden to the rakyat and obligated to make policies that benefit them.
