True. It's in MOE's interests to learn whatever they can from the lessons of TKPS so that other schools can also learn from this tragedy. So convening a COI is imperative

You must be on the ground to assess the situation.
Sabah is not going to let you go fault-finding.
All you can do is to train the students for self-preservation.
