Chinese police cars can belong to MANY TYPES OF FORCES different functions.
COURTS / PROSECUTORS / NATIONAL INTELLIGENCE / PRISON / AUCTION / SIEZURE / VIP ESCORT / CONSTRUCTION ROAD BLOCK / EXPRESS WAY CONTROL / SUPER HEAVY OBJECT TRANSPORTATION ESCORT etc many many different types of forces use police cars
Only Manicipal Traffic Police will handle road accidents and have the power to do so. Others are not train nor appointed with power to do that. You are NOT allowed to cross you power boundary.

Even a municipal Police units have different assignments and duties. If you got an arrested prisoner inside police car you will NEVER STOP at accident scenes. Other police cars are supposed to make roads at accident scenes OPENED for you to pass with PRIORITY.
