While the Budget has several measures to help those with special needs - like the disabled and the elderly, MP for Marine Parade GRC, Tin Pei Ling, feels that it may have missed out one other vulnerable group - the mentally ill.

She said the need for mental healthcare is pressing, with The World Health Organisation estimating that, globally, one in four people would develop some form of mental illness.

Ms Tin said the mentally ill continue to be plagued by stigma that discourages social acceptance and prevents those who need help from stepping forward.

She said: "Therefore, I hope more can be done to de-stigmatise mental illness, promote greater social acceptance, enhance accessibility and affordability to professional mental healthcare and strengthen the community care and support framework.

"With timely and proper interventions, mental illness can be managed effectively and those with mental conditions can be employable, take care of themselves, rely on themselves, and enjoy a better quality of life."
