Having submitted my documents(including paying the Right of PR fee),
how long do I need to wait?

i think the usual time line is about 9-12 months, but given such economic conditions, many countries are slowing down the processing speeds, so i think you can expect a slightly longer wait
 
I was asked to pay the Right of permanent resident fee(RPRF) at

i'm not so familiar with Canuck's PR process. maybe the other old birds who are there can asnwer your question.

No significance as far as I can recall. It's part of the process. You only get excited when your interview is waived and are asked for your medicals and police clearance.
