I think the responsibility lies with the 60%. Many have their own agenda for voting PAP: greed, brainwashed, fear etc. The oppositions has little to do with their decisions because they don't have money to throw around, or access to the media to brainwash.

In mature democracies, no single party is allowed to hold power for more than 2 or 3 terms. This is built into the rules as well as enforced by the voters.
