According to The Straits Times news article, Foreign contractors sought for MRT deals, (6 May 2013, page A2) the MRT network will be 320 km in length by 2030.

LEEgime is planning for a total population of 10 million, not 6.9. I believe the 6.9 millons consist of "old and new" Sinkies with the rest being foreigners.
