It seemed like a heavy load of cement and stones. But inside the two bags was a shocking find: 17kg of compressed marijuana, or ganja.
The Singaporean man and his Indonesian wife were arrested immediately by Bintan police.
The 47-year-old was arrested after a tip-off last week.
Indonesian police told The New Paper that his capture was part of an ongoing investigation into a small syndicate on the island.
He was arrested as he was about to leave a house of a suspected drug syndicate member in Bintan.
Tanjung Pinang Police Commissioner Adjutant Harry Andreas said the two are the latest to be captured in their ongoing crackdown on the syndicate.
Four other Indonesians had been arrested earlier.
