This not a matter of personal acceptance. One can write stories, anecdotes or personal letters and use "And" and conjunctions to begin a sentence. This is an official letter and therefore using conjunctions to begin a sentence is not acceptable. Furthermore, another person commented, citing the Bible as a reason why "And" being used to begin a sentence is correct has got it all wrong. The Bible is not a good first aid to English and Grammer. One can also cite words and phrases in the Bible like "Thee" and "Thou" or "Shouldst thou" are also correct.
I find it perfectly alright to begin a sentence with a conjunction. But the pretext and context should be there. In grammatically rigid sentence structuring, the use of conjunction and punctuation can make a formal sentence run as long as a paragraph before it finally ends with a period. It's not reader friendly and better off to be broken up into a few shorter sentences.
