Adding a "why" seems redundant, and it appears to be adding a question into an answer too. Adding "because" to reason also seems repetitious.

If so, what is correct way to use the phrase "the reason ..."

You're right. 'Why' adds a question, and 'because' is redundant.

The correct way to use it is 'the reason ... is that'.

But many native speakers use 'reason why ... because' even in formal writing and it is more or less accepted today.
