One simple word, MONEY!. By the end of this year, there will be close to 2 million FTs/foreign workers in SIngapore. All employers who hire them must pay a levy to MOM. In the skilled category (there is a rumour that 900,000 Indians are headed this way to take IT jobs, and they would be under the this category), the monthly levy alone is $300 per person per month. If you multiply by 900,000 Indians at $300 per month, it comes up to $3.24 billion a year. Now, not all are in this category. Domestic servants and construction workers pay less levy. In any case, there will be at least $200 per month per person. There are over 1 million skilled and unkilled workers now, with more about to come in. I have not seen any figures on the amount of levies flowing into MOM coffers every year, i would venture a guess of $5-6 billion. Now ask yourself why the PAP would give up this easy money? Its not interested in a singaporean first strategy when an FT first strategy can net them $5 billion a year. To stop the inflow of FTs and kick them out is like killing the goose that laid the golden egg. The PAP is addicted to this money. They will not give it up.
