If they really want to have town councils to do estate management of the constituency, the council members, less the members of parliament, should be fully responsible for all executive duties.
1) MP's duties is first and foremost as representative of the constituency in national policy making. MP does not need to do daily management of the estate nor responsible for routine affairs like calling for tenders, bookkeeping, etc.
2) Some full time council members as public servant having their employment at stake for running the executive affairs well. They get the sack (recommended by MP or otherwise) or prosecuted by the state when monies are not properly disbursed, not the MP's getting sued.
