it was said when Singapore was driven out of Malaysia, Singapore was totally cut off of supply and helpless.
Mr Lee went to seek for India and Israel for assistance. They rejected.
Finally he visited Taiwan and got his request from 蒋经国 who was then Taiwan president.

Taiwan then sent their people to Singapore and help to build the system, e.g. road, government.
