In a press release (‘NEA releases documents in AHPETC case‘) on 9 June, NEA maintained that a quotation issued on 19 February 2013 by ATL Maintenance Pte Ltd, a contractor of AHPETC, was “proof” that AHPETC wanted to charge the hawkers extra for both the scaffolding and cleaning of the high areas.

The quotation was addressed to a Hawkers Association representative by the name of Mr Ng Kok Khim.

NEA wrote, “However, contrary to this, the quotation that ATL submitted to the hawkers of Block 538 shows that the contractor wanted the hawkers to separately pay them for both the scaffolding and cleaning of the high areas.”

“This is work which clearly falls within the responsibility of the town council itself. AHPETC says that the hawkers must have asked for this quotation themselves but the hawkers have said that this is not the case.”

AHPETC in its media reply (‘AHPETC: NEA is contradicting itself‘) to NEA’s statement on the same day, said, “NEA should know that ATL is an independent commercial company free to provide quotations to any party that requests it. It was the Market Association of Blk 538 Market that requested the quotation, as confirmed by ATL’s media release on 6 June 2013.”

“Attributing the quotation to AHPETC is misleading and politically motivated to tarnish the reputation of AHPETC.”

NEA, apparently, has kept relying on the testimony of the hawkers to say that the ATL quotation must have come from AHPETC instead.

1. NEA screwed up by telling the hawkers that the spring cleaning was an annual cleaning without prior consultation with WP TC;
2. NEA told WP TC that it hawkers will arrange for the scaffolding (it seems like WP TC must have told NEA that it was a spring cleaning but NEA tells WP TC that the hawkers have arranged for scaffolding, so order WPTC to do annual cleaning).
3. The notes that was part of the dossier was prepared after the issue when public;
4. PAP is bankrupt of ideas, that's why it is focused on petty issues while ignoring national issues
