The inaccurate Vivian's dossier

Since what you said in parliament is also a Cabinet decision, I call upon the whole Cabinet to resign!
 
Now it's crystal clear. VB concocted a story to fix WP and conned his Cabinet to go along with it.

The 4-8 March spring cleaning was never an annual one, but a simple spring cleaning that takes place 4 times a year. This was Ms Chin's letter to AHPETC. Cleaning of high areas and scaffolding for same were never required. What was advised by Ms Chin were canvas to cover the stalls and low scaffolds to erect these because it was a spring cleaning.

Now the highly paid millionaire Minister buffoon waded into the picture, added the word "annual" to Ms Chin's letter, and turned the whole issue into an annual spring cleaning, and accused the WP of not following thru. Mr Tai mistakenly caught on the low scaffold for canvas thingy by NEA and misconceived them for high ones and therefore told the hawkers rightly that they should be paid for.

It was a comedy of errors and nobody (including NEA Ms Chin) set out to fix WP except VB, who mischievously and wilfully twisted the facts in order to fix the Opp.

So there we have it. I wouldnt think the highly intelligent VB lacked comprehension skills. I'd rather think he is a fucking liar lacking in integrity! Backed by the whole Cabinet, who as usual, ever eager to trip the WP up and fix the Opp, led by a leader who promised to fix them in his Manifesto.

Low TK was right that the whole issue was due to a mix up of spring cleaning and annual cleaning, so he was really being honest about the whole thing without blaming anybody, least of all, NEA for starting the whole confusion.

WP is not the kind to concot a story to fight back.

I wonder if Chee and SDP will bring this up on 2106 to show how WP is weak?

In the first place, if AHPETC has scheduled the annual cleaning in October, and the HA wanted it done eralier, NEA should have referred the HA to the TC which could have clarifed that the annual affair would be in Oct not March, and then the whole confusion neednt have arisen.

I dunno if NEA was kept in the loop by AHPETC about its Oct schedule, and if it was, then NEA is truly mischievous in stirring up politicking.

And becos 4-8 March was cited, the Tai fella was most likely confused further because it was supposed to be a 1-day spring cleaning, and took it that it was some annual cleaning that NEA - and not AHPETC - had initiated with the HA, so told the HA that in that case, AHPETC would not be footing the bill as its own annual cleaning (sched for Oct) was not due yet.

But as politics being the way they are in Singapore, the PAP was out to draw blood and seized the opportunity to make politcal capital out of it.

Shame on the govt.

What is annual spring cleaning? AHPETC's spring cleaning was 4 times a year and annual cleaning including ceilings was once a year. And the annual cleaning was in October and not March, based on the tentative schedule.

i think this is what happened.

Blk 538 hawkers’ association (Ng Kok Khim) want the spring cleaning to include high areas.
NEA, AHPETC and Ng Kok Khim meet to discuss this.
AHPETC mention that as cleaning high areas is addition work there will be a charge.
NEA and Ng Kok Khim did not object to this. (on 3 occasions?)
they manage to come to an agreement where AHPETC out of good will also clean the high areas but the hawkers association pay for the scaffold erection/dismantling for the cleaning.
7-Feb, NEA officer after returning from course happily send the email indicating everything is OK and ready to go.
Ng Kok Khim asked the stallholders to pay for the cost of the scaffold erection/dismantling.
the stallholders refused to pay.
D-Day came, no scaffold, no cleaning of high areas.
stallholders angry.

NEA assigned to do damage control.
first thing, tell Ng Kok Khim to shutup so as not to contradict NEA,
next create confusion, lump other markets with 538.
FIX AHPETC
