Dumping money into infrastructure projects in a overcrowded areas will only attract more people there.
Moving capital city means removing people from overcrwoded jakarta to a isolated area like kalimantan where there is a huge area to expand and cities need not be high rise but spread out and lowly built with modern amenities, parks and better quality of life with no traffic.
To me its a brilliant idea.
Dr M moving gahmen departments to putrajaya improved traffic in the city and i think this could be replicated in indonesia,

4. Youth Rebellion in Indonesia

A 21-year-old student died on Thursday after he was shot in the chest during a rally in Sulawesi. The rallies are not associated with a particular party or group and instead are led by students, who have often been a force for political change in Indonesia. The protests are said to be the largest in decades. Among the demonstrators' main grievances are the government's efforts to curb the powers of the anti-corruption commission, as well as a slew of other legislative proposals that they fear will curb freedom of expression, limit personal freedoms, social inequality and harm the environment.

West Papuans have already lost around 500,000 people since Jakarta's occupation and they are not backing down. Since mid-August, West Papua has been hit by waves of mass protests and violence fuelled by alleged racism against indigenous Papuans by Indonesians from other parts of the archipelago, as well as calls for self-rule in the impoverished region. Many were killed by security forces and 35,000 are estimated to flee the troubled region. The issue is further complicated as the the Islamic Defenders Front, one of the largest Muslim militias in Java, had started to call on Muslims for 'jihad' against predominantly Christian Papuans.
