Future public officers must learn to collaborate, co-create

A more complex policy landscape and more participative public mean that tomorrow's public officers must master two skills - collaboration and co-creation.

So said Deputy Prime Minister Teo Chee Hean on Tuesday at the annual Public Service Commission scholarships ceremony.

Collaboration across different agencies is called for as increasingly inter-connected issues mean that 'one ministry or agency may not be able to solve such cross-cutting issues on its own', said Mr Teo.

BACKGROUND STORY

Scholarships from 60 organisations, companies and schools are up for grabs on the CATS Recruit scholars' choice webpage.

Students looking to pursue their interests in subjects ranging from energy to education to engineering to economics can take their pick of a spectrum of scholarship programmes, as well as internship and attachment schemes.

More than 20,000 students and parents did just that on July 22 at the one-day scholarships and top university fair at Suntec Singapore.

Organised by Singapore Press Holdings unit CATS Recruit, it showcased 38 leading universities from around the world and 12 scholarship boards.

Some of these are included in the one-stop scholarship application webpage by CATS Recruit, which includes government agencies like the boards for housing, economic development, parks and libraries, and private companies such as Singapore Press Holdings, CapitaLand and Raffles Medical Group.

Scholarship programmes are also available from five universities, two foundations, and a self-help group.

And co-creation - the process of engaging the public in forming and carrying out policy - can make for sound policies and a greater sense of ownership by those involved in the process.
 
Aiyoh the heart of the matter is who is willing to bear the responsibility. The problem with public officers is that they like to hide behind red-tape to avoid taking responsibility!

How to be more careful? In Singapore there are only the lesser mortals--would never be PAP scholars, the PAP supporter--who would, and the FTs--who cannot integrate
