Note even then they had treated him nice that his leg irons have (black) pads that prevent it from hurting his cuffs.

SG prisons don't have it.

監獄筷子手 死刑犯凶殘洩憤

因強盜殺人罪嫌被判死刑定讞的王志煌，一月間因不滿邱姓受刑人不幫他傳紙條，竟將二根筷子捆綁在右手上，趁機刺入他頭部、左眼與太陽穴，經緊急送醫、數度開刀才救回一命。血腥凶殘情節有如電影「監獄風雲」再版！台中地檢署依殺人未遂罪嫌，再度起訴王志煌求處重刑。

在台中分監服刑的死刑犯王志煌，一月十二日下午，在台中分監孝一舍三房前，趁著邱姓受刑人，將舍三房的洗澡熱水打好放在房前，準備繼續打舍四房、舍五房熱水時機，發動攻擊。

當時王志煌將二根木筷，以毛巾綁在右手上，趁監所管理員打開舍三房房門時走出來，迅速欺近邱姓受刑人左後方，冷不防地以右手上的木筷，連續朝邱的頭部、左眼與太陽穴猛力刺入，邱當場血流如注，管理員趕緊上前抓住王志煌的衣領，制止他繼續攻擊。

台中看守所人員，立即將邱姓受刑人送醫院急救，發現邱除額頭撕裂傷、左眼瘀青等外，其中一根筷子刺入頭顱深達五公分，並斷裂卡在顱內，經多次手術才陸續取出。之後因頭顱傷勢惡化，邱還二度住院治療，最後才撿回一命。

檢方調查，王志煌僅因邱拒絕幫他傳遞紙條就逞凶，不僅筷子事先磨尖，還用毛巾捆綁在右手上固定，以加強刺入的力道，與電影中古惑仔將凶器固定在手上的手法如出一轍，顯見早有預謀。

王志煌堪稱神槍手，當兵時曾二度獲得海軍戰技輕武器射擊冠軍，但他沒有發揮這方面的天份，反而沈淪在毒品裡。

九十四年八月間，他與友人林照銘、邱錦柱因購毒起爭執，在中投公路旁，以近乎行刑方式，槍殺林、邱，取走二百七十萬元。其中林照銘是王志煌的好友，在獄中就認識，出獄後還同住在台中市一棟大樓，王嫌的狠勁可見一斑。檢方這次也認為，王嫌因強盜殺人案被法院判死刑定讞，仍不知悔改，而請法院從重量刑。

Singapore police and prison wardens always back-cuff prisoners. Only foreign idiot police front-cuff prisoners. I also heard from a friend that nowadays Singapore do shackle the legs of prisoners. In the good old days, when prisoners attempt to escape, we'd just break their legs and hand them over to Changi Prison Hospital (not the same as Changi Hospital).

Ya, back cuff is actually quite cruel but there's less chances for violence or escape. I think prison and police personnel no longer practise brutality like in yesteryears. I have seen cisco escorting prisoners, guess they also practise outsourcing.

Wrong lah! They always do. If you were at CGH SGH TTSH or the courts you will see them locked up all limbs in chains, to see doctors or judges.
