There is no hell. U'll needs manpower and resources to maintain them.
The torture of bad people is in the bush, forest and jungles.
When a bad people died he turns into a tree. Depending on the seriousness of the crime, he will grow to become a tall tree. He will stay there with no ends in sight. Can stay there static and motionless for hundreds, thousands or millions of years.
He will be burn and heated by the scorching sun, slap by raging storms, soaked by acid rains, freezing winter seasons will punish him and much more.
Birds and animals will shit at him, woodpeckers will periced his skins and anything in-between.
All these scorching, heating and freezing resources to torture him are there already. Nature provides hell like environment to torture him day in day out 24/7.
