The rules are very complicated and even I could be wrong. Overview only.
First, some prerequisite knowledge.
There are six types of players:
(A) Pro A : Has played a certain number of official games (450-1350 minutes, depending on the league) or has completed 3 years of Pro C.
(B) Pro B : Same conditions as Pro A. And the maximum annual salary is very low. But now it has become a formality and there are very few players who are eligible for it.
(C) Pro C : Players who have not played a certain minutes of official games for less than 3 years after turning pro.
(D) Amateur : Almost none in J1 and J2, but some in J3.
(E) Class 2 registration or special designation : Players who are registered with a team so that they can play in official matches while still in the status of high school or university students. Basically, they have an unofficial offer to join that team after graduating from school.
(F) Foreigner Player
And apart from these classifications, there is a system called "homegrown players".
This applies to players who have been registered with their current team and its subordinate organizations for at least three years between the ages of 12 and 21
Rules
(1) up to 25 Pro A players; teams competing in the ACL may have up to 27 Pro A players(2) no limit on the number of other players registered(3) players who are "homegrown players" are not included in the count in (1)(4) If a team does not have a certain number of "homegrown players" (e.g., 4 in the J1 League in the 2024 season), the amount of the missing players will be reduced from (1). In other words, a J1 team without any "homegrown players" can only register up to 21 Pro A players.
The "homegrown player" system is designed to encourage teams to develop their players, with (3) as a reward and (4) as a penalty.
As a result of the above, the number of players registered for the first team of a J-League team is generally around 35.

Since 2019
J1, J2 and J3 clubs can recruit as many foreign players as they desire, but only 5 (J1) or 4 (J2 and J3) can be in the matchday squad. The "Asian slot" is removed. Players from certain J.League partner nations such as Thailand, Vietnam, etc. are not counted as foreigners.
Previously a 4th foreign player was allowed on field if the were from an AFC nation.
As for squad size, it is complicated search for: Jリーグの選手契約条件
Squads have 25 players under standard contracts. However, clubs participating in both the J.League and the AFC Champions League are allowed to register up to 27 players. Players who have spent three or more years in a club's youth development program before turning 18 are not counted within this limit.
Why do you want to know? The situation may be even more complicated so don’t quote me on that.
