Taiwan Cabinet Resigned

The news from Central News Agency dated today afternoon said, Prime Minister Liu led cabinet will resign on the 10 Sep (Thur) to be accounted for the death of more than 700 people in the recent Typhoon. His resignation was submitted to President Ma in mid August and was approved on his insistence.
(中央社記者葉素萍、謝佳珍台北7日電)行政院長劉兆玄今天表示，88水災政治責任由他一肩扛起，他已向總統馬英九請辭獲准，本週四（10日）行政院會上，將帶領內閣總辭。

　 　劉兆玄說，這次88水災死亡和失蹤的人加起來超過700多人，死了這麼多人，應該有人負起政治責任，「我身為行政院長，應該由我概括承擔」，所以他在8月中已經向總統請辭，當時總統極力慰留，而他「去意甚堅」。

shouldn't the President resign instead of the the PM?

President is more powerful man..in Taiwan...

like in SGP, HDB collapsed because of no preparation due to earthquake, asked Ah Neh to resign..and MM, SM and PM can stay on...

Taiwan has a funny dual-leadership system. President plus Prime Minister. Although President is voted in (PM is appointed by President) he is only responsible for foreign affairs, military and cross-straits relationship. The rests are responsibilities of Prime Minister
