Ruler Loong cleverly explained by cheap foreign talents are good for peasantpores.

During the State of the Regime adddress, he tried to play the Saint when confronted by a poly grad. He was questioned why S-Pass Foreign Talents are given green light to compete against entry level diploma holders?

Ruler Loong used the old sales tactics to placate stupid peasants. First he says he understood the students' anxieties but stated that the regime will reduce S-pass holders. Note that Ruler Loong did not state when that will take place or provide actual numbers. In addition, Minion Gan kept quiet after the State of Regime address. Contrast this mute silence with the public housing 'reforms', where it is near impossible to hoodwink peasants, pretending to restrict number of s-pass holders is a good tactic. There are ways to go around the problem as Minion Gan will soon realise.

While Ruler Loong has promised to reduce the s-pass holders, Minion Gan still retained discretionary powers to approve s-pass holders upon appeals. In addition, Minion Gan could simply grant provisional s-pass permits for merchants to resolve the labour crunch.

Hence despite lip service to placate stupid peasants, the regime is expected to import more foreign workers for the same old reasons.
1. They can be deported easily.
2. The lower labour costs will bloat merchants' profits.
3. They consume services and make merchants happier.
4. The stamp duties and levy income are simply irresistible.
5. Cheap foreign talents will limit local peasants' demands for more pay, translates to more profits for Merchants who will pass the savings as corporate taxes to the regime.
