The govt must return power to the bidders. During the early years of the COE system, buyers had to bid for COEs on their own. There were no dealers involved. If buyers wanted to bid $10,000 for example, I have to pay $5,000. If successful, the balance has to be topped up to obtain the COE. With that certificate, I will then proceed to purchase my car from the dealer.
