Let us assume that the sc/cc per cooked food stall is $170 per month and there are 50 stalls. TC will receive $8500 per month. Setting aside 30% for sinking fund, TC is left with $5950 for routine maintenance which I think should include
1 daily sweeping of common area and drains
2. Fortnightly washing of sitting area
4. Disposal of rubbish (each stall easily > 10 times that from a flat)
5. Regular clearing of grease traps (by specialist contractor)
6 Standby for M & E fault and chokes
Is $5950 enough? Not easy. However, I think the real cost for the current issue is not be the scaffolding. I think it is cleaning the exhaust vents. It is ver difficult to clear kitchen grease - need to use chemical and making sure that it does not contaminate the stall But then, if other TCs can do it, they should also do it. I called it Bo Pian.

It is fairly obvious that the amount is not enough and the maintenance is being subsidized from the S&C paid by HDB residents.

It turns out that NEA was the agency that sabo'ed the town council:
WITH regard to the cleaning exercise at the Block 538 Bedok North market in March, it was the National Environment Agency (NEA), the coordinating agency, that informed us in February that the hawker association would be making the necessary arrangements for the scaffolding to clean the high areas ("Stallholders in row with WP town council"; Sunday).
However, for reasons unknown, the scaffolding was not provided on the day designated for the cleaning, resulting in the town council's cleaners being unable to carry out the work.
For the cleaning exercise at the Block 511 Bedok North market next month, discussions between our town council and the NEA are in progress to ensure a smooth exercise, including the scaffolding arrangements.
We stress that at no point in time did any of our authorised personnel advise hawkers or anyone that there would be additional charges imposed by the town council on the hawkers for the cleaning.
