Different nationalities will always form their own enclaves. if there is enough critical mass. It is natural for majority of people to want to hang around people & culture familiar to themselves. Little Thailand @ Golden Mile, Little Myanmar @ Peninsula, Malays gather at Geylang where lots of shops sell spices, ingredients etc and so on. Given the Chinese are the majority in S'pore, it is inevitable that there are many more Chinese stuff e.g. non halal places everywhere. I don't see Chinatown as a Chinese enclave today. Its more of a fake touristy thing

Of course there are always exceptions i.e. people who would like to assimilate with the new culture but that's a different topic
