If someone has been arrested by spf for some offence but was later made to pay composition fines and not been charged in court, will this constitute a criminal offence ? When he login to spf website to check for eligibility of record spent, there isn't any criminal record being stated.
The reason he needs to find out more is that he applied for a government related job and this job needs some form of security clearance. At the same time he was offered another job in a private company. The salary offered is much higher by the former so he worried the previous police case might affect the security clearance.
Does anyone have experience on this sort of predicament ?

"SINGAPORE - A lawyer was cleared on Thursday (Nov 26) of molesting a woman in a hotel room after he compounded the matter.
Mr Ismail Atan, 44, was given a discharge amounting to an acquittal for using criminal force on the 28-year-old woman by forcefully grabbing her by her arms and trying to kiss and hug her.
The alleged incident took place in the hotel room in the Balmoral area on the afternoon of July 4, 2013.
Deputy Public Prosecutor Dwayne Lum told the court the matter has been compounded and a letter of apology had been submitted.
Mr Ismail's lawyer, Mr Mohan Das Naidu, confirmed this.
Mr Ismail's case was fixed originally for trial for two days.


The law allows certain criminal offences - such as simple molestation, wrongful restraint and mischief - to be settled out of court if the victim agrees to drop the matter in return for some form of compensation."

Offenders whose cases are compounded will not get a criminal record.

The maximum punishment for outrage of modesty is two years' jail, fine and caning.

No lah, didn't go to court, the whole point of composition is to reduce workload of courts. You must be more specific what job it is.. government-related job can mean alot of things.. directly under employment of stat board, supplier of materials, construction and contractor of mindef, armed forces or military camps sub-con or IT related, need sign bond one? Some that require higher clearance, need people's vouch, need your immediate family to be clean records as well... you would be better off consulting someone who's held that position.

Just state in application form what was crime was committed and how it was dealt and let the employer decide...no skeleton in closet.
