Means no one goes to jail and no criminal charges lah. Lets say u are a contractor and u build a small hotel in singapore. But u use shoddy material and material not to spec. The hotel collapses, and even if no one is killed, you will be charged in court for negligence or some other thing. Now u apply that scenario to SMRT, no charge in court, just fine.

It simply means that the public will have to pay for it. SMRT will say that their expenses has gone up and ask for a fare increase.

There is a dereliction of duty. The fine should be paid directly by those who were responsible by their action or ommissions. In this case, it will be the CEO and other key personnel. It should be debited from their bonuses and salaries.
