SMRT has been slapped with a maximum fine of S$2 million for the twin breakdowns last December.

Transport regulator, the Land Transport Authority, said the fines -- S$1 million each for the Dec 15 and Dec 17 incidents on the North-South Line -- is the maximum penalty under the Rapid Transit Systems Act.

The LTA said in a press release that SMRT had failed to "exercise due diligence and vigilance expected of a public transport operator, and to maintain its network in good and efficient working condition".

Further internal investigation found that both incidents were preventable.

The authority said it will continue to work closely with SMRT to implement last week's ommittee of Inquiry's recommendations.

It will also work with the rail operators to put in place a "more holistic and robust framework" for maintenance issues, so problems can be detected and fixed early.

The SMRT acknowledged the fine and said the recent release of the Committee of Inquiry report had provided it with "valuable insights into enhancements needed in our previous maintenance regime which was regularly validated by LTA."*

SMRT said it would implement further improvements, and work closely with the LTA to enhance reliability and service levels for the benefit of our commuters."
The $2 million fine will be donated to the Public Transport Fund to help needy families with transport fares.

The gall of LTA to fine SMRT when its own neligence perpetuate the problem!

Transport Minister Lui Tuck Yew admitted last week that his Ministry, the Land Transport Authority and SMRT Corporation have to shoulder their share of responsibility for the major train breakdowns last December.

The obvious example would be that, when SMRT told the LTA about the problem of the metal claws, the LTA merely advised SMRT to "monitor the situation" without any follow-up. Thus, both parties should be held accountable for the MRT breakdowns.

For the Nicoll Highway collapse in 2004, four men faced criminal charges. The then LTA chief also had to take responsibility as CEO and was transferred to another ministry.

Now, as it has been decided that SMRT should be penalised for the two service disruptions, it would only be fair that officers in the LTA and the ministry who are responsible are similarly held accountable for their lapses.

This way, all parties would take their roles seriously in preventing a recurrence.

Other than that, all parties should be given a chance to learn from the mistakes, make improvements and move forward.

Didn't LTY said LTA & MOT are equally culpable? How come only punish SMRT? Shouldn't someone from the regulatory authority take some responsibility as well?

Is This going to be like mas selamat issues, sack the minister only after the next GE?

SMRT breakdowns - will there be resignations & bonus paybacks from those responsible?

Transport Minister Liu Tuck Yew told Parliament on 10 July 2012 : "SMRT's maintenance regime had shortcomings, but we too -- both MoT, as the supervising ministry, and LTA, as the regulator -- have to shoulder our share of the responsibility." (LTA fell short in its responsibility)

A week has passed. What concrete steps have been taken to show for shouldering this responsibility by Minister Lui as supervising minister and other officials in his ministry, LTA and SMRT? Yes the CEO had resigned but did she "walk" out too easily? Senior corporate managers elsewhere not only gave up their jobs but also returned the huge salaries and bonuses they were awarded during their time in the companies even though they were not directly responsible for the lapses. For example, the chief investment officer at J P Morgan lost her job and had to pay back the equivalent of two years of her compensation (about S$38 million) for errors committed by traders under her charge. The traders also lost their jobs and paid back their compensation. See accompanying story below.

Has a similar sense of ownership been shown by those responsible for the SMRT breakdowns directly or indirectly ? Will they at the very minimum, volunteer to return the bulk of salaries, bonuses and directors' fees to help SMRT pay for the investigation fees of more than $4 million and other expenses? And yes, will some of them also volunteer to move out of their present positions too? Minister Lui, will you walk the talk? Singapore is watching and waiting.
