I'm a retired Singaporean living in Malaysia. Last year during an emergency my wife needed an operation and it was done to the nearest hospital near us. It was a Singapore government approved hospital the regency specialist hospital. I was told that I could use my medisave account and it cost us S$10K. Later MoH denied my request because I was not living in Singapore. I took loans from children~relatives~friends to pay for the loans and I'm still servicing that loans till date. Now I went for cataract operation in CGH I still have ±30K S$ in my medisave account I'm not asking for donations nor sympathy but to let me use my medisave monies. CGH are charging me interest for late payment despite my plead to deduct from my account. What's the point with all the shield when I cannot use my own $$$? Does the MoH and CPF want me to rob?

First thing first, there is no such thing as 100% full deduction from your Medisave Account under the MOH Govt Regulations EVEN IF your Medisave Account has MORE Than enough balance to cover the Full Medical Expenses Incurred. There is always a Co-Payment Portion where u (Patient) have to pay in CASH.
For example,u go to the dental surgeon for a tooth implant costing total expenses of $4,000.00.U CAN ONLY apply for payment by Medisave Account of $1,250.00 (Limit) and have to pay the balance $2,750.00 in CASH. That is why many patients are very worried when they are hospitalized because they DO NOT know what are the Maximum Allowable Deductions from their Medisave Accounts and HOW MUCH they have to pay in CASH .The financial stress here can worsen their health !
MOH has recently changed from the Medishield to Careshield ? and not many people have the full and clear understanding of the changes but the basic service is that u will be covered under the basic "C" Class bed in Govt Hospitals. But how much is the Maximum Allowable Deductions and how much is the Cash Payment Portion ?
U need to be Cash rich to stay in hospital. But they say u can see a Medical Social Worker for financial counselling IF u do not have money ? In short,u need to be CASH rich to be hospitalized.

"The MediSave Withdrawal Limits are generally enough to pay for the charges incurred by a patient staying in B2 or C ward types in a public hospital. If you decide to switch to another ward type or a private hospital, you may have to pay part of the bill in cash. It is therefore important to choose a ward or medical institution that you can afford. For a rough estimate on the medical charges, you can check the hospital bill sizes by medical condition / procedure on the Ministry of Health’s (MOH) website. If you know your estimated medical charges, you may use our MediSave/ MediShield Life Calculator to estimate how much you can claim from MediSave and / or MediShield Life"
https://www.cpf.gov.sg/Members/Schemes/schemes/healthcare/medisave

I'm simply quoting from CPF website. Anyone has a different experience-that is there is" always a Co-Payment Portion where u (Patient) have to pay in CASH " as mentioned ny Batman 1 in #9 above?
This co-payment for Medisave not mentioned in the CPF website.

However for Medishield Life there is a Co-insurance - a percentage of the claimable amount that you need to co-pay. Co-insurance ranges from 3% to 10%
First $5,000 ( Co- pay 10%)
Next $5,000 (5%)
Above $10,000 (3%)
Outpatient Treatments (10%)

There is also a deductible which is the claimable amount that you need to pay first in each policy year before any payout from MediShield Life. ranging from $1,500 to $3,000 of the claimable amount depending on age and ward class.
So bottom line you need a minimum of $1, 850 (deductible $1,500+$350 co -pay {10% of amount above deductible) in medisave/cash for most hospitalisation .

This is all in theory based on CPF website as I do not have any actual experience .
If there are any errors, please point it out so others here may benefit form the discussion
