Most of the civil service studied local unis or Australia unis, laolan wong and all the younger ministers studied USA unis but somehow still speak with the retarded sinkie accent

I believe he was a proficient English speaker to begin with, and he polished it further as he progressed through his higher education. Although his accent is mostly neutral as you mentioned, some of his pronunciation sounded american.
