Very good speech.

An excellent speech with a pleasant neutral accent.
Why do so many Singaporean scholars, senior civil servants, senior officers with the SAF and SPF, and Ministers do not speak like him, although he grew up in Singapore and attended at U of T and Harvard, as an adult?

I believe he was a proficient English speaker to begin with, and he polished it further as he progressed through his higher education. Although his accent is mostly neutral as you mentioned, some of his pronunciation sounded american.

He sounded a little American probably because he has lived in the USA for several years.
Too many scholars and politicians speak with an unpleasant accent.
