Lianhe Zaobao reported that Yu had obtained a student's pass in April 1995 and renewed it regularly in the beginning.
This timeline coincided with the delulu fantasies about the upcoming rise of China and its associated economic benefits. The crazy 1990s, when students were urged to be 'effectively bilingual' (proficient in Chinese language), so there might be 'benefits' in future if you 'do business' in China.

I presume immigration was very lenient back in the day. Probably nothing much has changed despite the technological advances over the past few decades.
This happened in 2019:
Malaysian who illegally entered Singapore and stayed 23 years jailed 6 months, fined

He was also jailed six months and fined $2k. Standard lah.
