Years ago I had a CECA neighbour. His family loved to put little oil lamps on the HDB balcony every Deepavali (Diwali?). They were put very close to the edge, a strong gust of wind would have blown them downstairs.

I bet the town councils or SCDF wouldn't dare to call them out about causing a potential fire hazard.
