CID cracked cases faster than land division

Thumbs up to the CID officers for their swift arrest of a loansharking runner for vandalizing 23 cars.We are talking about 23 card here.Looks like this loanshark's had no respect of the law.Burning debtor's door,throwing paint and scribble wordings on the wall.Are we waiting for one day where someone is burn to death than like the haze situation,the HOme Affair's will lay out plans?

SINGAPORE - Police have arrested a 36-year-old man for suspected involvement in a case of loanshark harassment involving the vandalising of vehicles.

On Jul 1, 2013 at about 6.22am, police received a report that 23 vehicles parked at the car park of Block 165 Bishan Street 13 were defaced with green paint.

The officers acted swiftly to uncover all possible leads and in less than six hours, officers from the Criminal Investigation Department (CID) arrested the man in the vicinity of Geylang Bahru.

Investigations revealed that he was believed to be involved in other similar cases island-wide.

First-time offenders found guilty of any act of loanshark harassment shall be punished with imprisonment for a term not exceeding five years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than three and not more than six strokes.

Assistant Director of the Specialised Crime Division of the CID, Deputy Assistant Commissioner of Police Sekher Warrier commended the officers for the good arrest.

He said, "Police will act swiftly and firmly against such cowardly loanshark harassment acts that threaten the safety and security of the community. No effort will be spared to nab offenders and we will press for them to face the full consequences of their misdeeds as provided for by the law."

Twenty-three-year-old Se Wei Kuang had admitted to 53 counts under the Moneylenders Act.

The prosecution proceeded on 13 charges.

The Malaysian had abetted in harassing debtors through vandalism and put chains at those units, among other things.

The offences were committed between January and April this year.

CID is able to solve cases faster than land divisions for 2 simple reasons. Firstly, they have fewer cases to handle. An IO in a land division has, on average, 20-30 times more cases to handle. Secondly, CID officers have more back-up when they investigate into cases. An IO in CID is never alone when he handles cases. His colleagues, with not many cases to handle, will always be around to lend a helping hand. Not the same in land divisions. I know, having spent stints in both CID and land divisions.

Not aware of the full facts surrounding this case but I can tell you an experience of mine. When CID is aware land division is making good progress on a certain prominent case, they will insist the case be handed over. They want the glory of 'solving' a case whereby that particular land division would have solved it on their own anyway. I was once directed by CID to handover a case to Organised Crime Branch (no longer in existence) when we were 90% 'there'.

The ones calling the shots, financing these operations are the ones the police should go after. They aren't able to coz they do not have the resources and intel to cripple these syndicates. Most are based overseas. Catching these runners and vandals will not solve the ah long problem. Only an idiot will believe we are making progress with such arrests.

What's the point to published in the papers? Go for the bigger fish.Burning of debtor's door.Police waiting for someone burn to dead than willing to take tuff action against this loanshark? It takes only 6 hrs for CID to arrest the culprit in Bishan.Why land division take so long to solve those who scribble o$p$ on the wall or throw paint at the door?
