They need a Police Permit because technically, its an assembly of bike riders. Do they have one? Probably not. So that is the problem.I don't see what the problem is they're commuting by bike and they're causing far less congestion compared to the battalions of cars the clog the roads on a daily basis.
If all these drivers used bicycles instead there would be far less congestion and commutes would be a lot more efficient.

Most parks (Botanic Gardens is one of them) do not permit cycling within their premises.Why cyclists cannot just cycle in parks? Last time when I was young I always like to cycle in parks....safer and more fresh air.
