Ex-SCDF chief claims trial over corruption charges

Former Singapore Civil Defence Force (SCDF) Commissioner Peter Lim will be claiming trial to charges of corruption.

The Straits Times reported that the 52-year-old is facing ten charges of corruption involving sexual favours with three female IT vendors.

His lawyers, K Bala Chandran and Hamidul Haq, are seeking clarification on the details of the case.

Local news reports said his lawyers will meet the prosecution to get more details, including the time, place and persons involved in the case, as well as how the sexual acts advanced the business interests of the three women and their IT companies.

They said they took issue with the charges saying that they were very general in nature and that there was a lack of clarity.

A pre-trial conference will be held on August 24.

SINGAPORE: The former chief of the Central Narcotics Bureau, Ng Boon Gay, will be claiming trial to the four corruption charges he faces in the sex-for-contract case.

Ng is accused of obtaining sexual favours from Cecilia Sue Siew Nang, a sales manager of two IT vendors.

Ms Sue was the sales manager of Hitachi Data Systems from June to November 2011. She joined Oracle Corporation Singapore in December last year as its senior sales manager.

Ng's lawyers, Tan Chee Meng and Melanie Ho, said in a statement on Thursday that since the last court mention on 26 June, they have been in discussions with the Attorney-General's Chambers to get details of the charges.

Mr Tan had previously sought clarification on how Ng's alleged offences had helped to further the business interests of Ms Sue.

But on Thursday, Ng's lawyers said they have not been provided with the information requested.

So Ng will claim trial on all four charges.

Mr Tan said that he will raise the point with the trial judge that his client will be prejudiced as the charges are "too general".

He added that the charges do not state what the alleged corrupt acts were, and do not specify what business interests were involved.

In the meantime, he said he hopes to obtain some clarity on the allegations made against Ng, so that he can "properly defend the charges he faces".

The case will be mentioned on 16 August.

Ex-CNB chief to go on trial in Sept

Singapore - The former chief of the Central Narcotics Bureau, Ng Boon Gay, will go on trial from September 25, local media sources reported on Friday.

The 46-year-old Ng is involved in a sex-for-contracts case here. He had allegedly received sexual gratification from Ms Cecilia Sue Siew Nang in return for "furthering the business interests" of the companies she was working for.

Ms Sue was an employee of IT vendors Oracle Corporation Singapore and Hitachi Data Systems between June and December last year.

In June, Ng's lawyer, Tan Chee Meng of Wong Partnership, told the court his client will not enter a plea as the particulars of the case were not yet available.

He had told the court in the first session that charges against Ng did not clarify how he had helped "further the business interests" of the companies.

Ng pleaded not guilty to four charges of corruption.

The hearing will take place on 18 days over the next three months, from Sept 25 to Nov 29.

11 prosecution witnesses to testify in trial involving ex-SCDF chief

By Claire Huang | Posted: 21 September 2012 1433 hrs

display_image.php

SINGAPORE: Eleven prosecution witnesses will be produced in court when an eight-day trial involving former Singapore Civil Defence Force chief Peter Lim Sin Pang begins in January.

They include SCDF officers and one of three women at the centre of the sex-for-IT-contracts case.

The prosecution said it would proceed with just one of the 10 corruption charges that Lim is accused of.

Speaking to the media after a pre-trial conference on Friday, Lim's lawyers -- Mr Hamidul Haq and Mr Bala Chandran -- said the charge relates to Lim obtaining oral sex from Ms Pang Chor Mui in May 2010 in exchange for advancing her company's business interests with the SCDF.

Ms Pang is the General Manager of Nimrod Engineering and the firm was one of SCDF's vendors.

Friday's decision in court meant the other nine charges would be stood down, for now.

The other corruption charges involve Ms Lee Wei Hoon, director of Singapore Radiation Centre, and Ms Esther Goh Tok Mui, who was a business-development director at NCS when the alleged dealings took place, but has since left the company.

While 11 prosecution witnesses have been lined up, the defence counsel have yet to decide on their witness list.

They said they were waiting for further information to be provided over the next two weeks.

The case will be mentioned again on November 2.

Ex-CNB chief in court for sex-for-contracts trial

Former Central Narcotics Bureau chief Ng Boon Gay (C) arriving at the Subordinate Courts (Channel NewsAsia file picture)

SINGAPORE: The court on Tuesday rejected a request for a gag order on naming the woman in the centre of the sex-for-contracts case involving former Central Narcotics Bureau (CNB) chief Ng Boon Gay.

Ng, 46, was in court at the start of his 18-day trial, which will take place over three months.

Ng arrived just after 9am, accompanied by his wife and lawyers, Senior Counsel Tan Chee Meng and Ms Melanie Ho from WongPartnership.

Dressed in a light blue striped shirt, he appeared calm.

Ng has been charged with four counts of corruptly obtaining sexual favours from 36-year-old Ms Cecilia Sue Siew Nang, who was a sales manager of two IT vendors.

He allegedly breached the Prevention of Corruption Act by engaging in oral sex with Ms Sue on four occasions, between June and December 2011.

Ms Sue was the sales manager of Hitachi Data Systems from June to November 2011.

She joined Oracle Corporation Singapore in December last year as its senior sales manager.

In exchange, Ng allegedly furthered the business interests of the two IT companies in their dealings with the CNB.

When proceedings started at about 10am, Deputy Chief Prosecutor (DCP) of Economic Crimes and Governance Division, Tan Ken Hwee, applied for a gag order to protect the identity of Ms Sue, saying she is "not coping well with the situation she is in".

The court heard she is "certified clinically depressed" and that further media coverage and replication of her name is "detrimental to her well being".

A report by an Institute of Mental Health psychiatrist quoted by the prosecution said Ms Sue has "self-harm" tendencies.

But the prosecution said her depression will not affect her ability to be cross-examined by the defence.

Defence counsel Tan Chee Meng objected to the gag order application, saying this is the first time he has heard of a central witness being given anonymity.

Mr Tan said confidentiality has irretrievably been lost as Ms Sue's name and pictures have been published.

He said if Ms Sue's identity is protected, then if Ng is acquitted, the public would not know he was cleared of charges relating to her.

The District Judge rejected the gag order application, saying he was not convinced it was needed.

In his opening address, DCP Tan Ken Hwee acknowledged that Ng did not influence tenders, committees or his subordinates in acquiring the contracts, nor was he involved in the procurement processes.

However, he noted that Ng had reason to believe that Ms Sue had pursued procurement opportunities and thus insisted on sexual favours knowing she would not reject as she wanted to further business interests.

DCP Tan added that Ms Sue felt pressured into performing oral sex on Ng as she was concerned that the business relationship would be jeopardised.

He also gave evidence of incidents where the alleged dates of oral sex coincided with procurement or business opportunities for Ms Sue.

Defence counsel Tan Chee Meng described the charges as "bad" because these lacked details.

He questioned the prosecution on how Ng could have furthered Ms Sue's business interests if he had no influence on the committee nor instructed his subordinates to show favour.

The first prosecution witness to testify in the afternoon was managing director of Oracle, Mr Leslie Ong.

Through Mr Ong, the prosecution set out Ms Sue's role in Oracle Singapore where he identified Ms Sue as being in charge of the CNB account.

When it came to the defence's turn to cross-examine the witness, sparks flew as prosecution objected to certain requests made by the defence.

These requests included business charts mentioned by Mr Ong.

Mr Ong will be back on the stand on Wednesday.

Sex-for-business case: No gag order on naming woman involved

20120925.125139_sue.jpg

AsiaOne
Tuesday, Sep 25, 2012

SINGAPORE - The District Court has rejected a request for a gag order on naming a woman involved in the high-profile sex-for-business case.

Deputy public prosecutor Tan Ken Hwee had requested for the court to prevent any publication from revealing the identity of Ms Cecilia Sue Siew Nang.

She was allegedly sexually involved with former Central Narcotics Bureau (CNB) chief Ng Boon Gay in return for "furthering the business interests" of the companies she was working for.

The prosecution applied for a gag order based on the grounds that she is clinically depressed, The Straits Times reported. Ms Sue had submitted a medical report saying that the media coverage would be detrimental to her health.

However, Ng's lawyer Tan Chee Meng argued that a gag order now would not solve her problems as her name and pictures have already been exposed in the media and the Internet.

Mr Tan added that it would also go against the interest of open justice, and that she is not a minor in need of protection.

Ms Sue, who is married, was an employee of IT vendors Oracle Corporation Singapore and Hitachi Data Systems between June and December last year when the offences took place.

She is believed to have been asked to leave Oracle earlier this year.

The trial of Ng starts today where he will defend himself against four counts of obtaining sex from Ms Sue. Ms Sue is expected to be called as a witness later this week.

Cecilia Sue takes stand in trial of former CNB chief

By Claire Huang | Posted: 26 September 2012 1706 hrs

DERT6e.jpg

SINGAPORE: Cecilia Sue Siew Nang was called to the stand on Wednesday in the continuing trial of former Central Narcotics Bureau (CNB) chief Ng Boon Gay.

Ms Sue was called to the stand on Wednesday afternoon for the second day of Ng's trial.

Ng, 46, faces four counts of corruption.

He allegedly obtained oral sex from Ms Sue on four occasions, in exchange for furthering the business interests of her then employers - Hitachi Data Systems and Oracle Corporation Singapore.

Ms Sue was a strategic sales director at Hitachi from April 2010 to November last year.

And in late November 2011, she joined Oracle as a senior sales manager.

The 36-year-old testified as key prosecution witness on the second day of the trial, giving graphic details of her meetings with Ng.

She told the court how Ng forced her head down on four occasions in 2011 when they met to chat.

These four incidents took place at various carparks, including Mount Faber, Hort Park and Singapore General Hospital.

Ms Sue, dressed in a white shirt with black blazer and skirt, said she would struggle to move away from Ng's groin area and would tell Ng off.

She said Ng would then promise not to repeat his actions.

This prompted prosecution to ask why she continued to meet Ng.

To this, Ms Sue said she is only a "normal sales representative" and that she didn't want to offend Ng and sour relations with CNB.

During the two-hour on the stand, Ms Sue described more than three times that Ng was "well-connected".

By the end of the first hour, Ms Sue broke down and choked back tears when prosecution questioned her about her meetings with Ng.

Ms Sue will take the stand again on September 27.

In the morning hearing, Oracle's managing director Mr Leslie Ong took the stand again.

He told the court that Ms Sue was in charge of servicing the CNB account.

Under Senior Counsel Tan Chee Meng's cross-examination, the court heard that the company had no plans to engage CNB during their planning review process in December 2011

Mr Ong said for FY2012 to FY2014, forecasts from the planning review showed that there was no business contemplated with CNB for that period.

During the cross-examination, Mr Ong said Ms Sue was aware that in terms of potential business with CNB, there was nothing in the pipeline in the next three years.

Mr Ong also told the court that in mapping out and ranking the top officials of the agencies under the Home Affairs Ministry, Ms Sue was just following protocol and nothing was unusual.

Defence counsel Tan also touched on the compliance of the code of ethics at Oracle.

To that, Mr Ong said there are strict policies against corrupt practices and that all employees are expected to complete a course on ethics online.

Ex-CNB chief reveals he has to spend life savings on case

L-R: Senior Counsel Tan Chee Meng, Ng Boon Gay, Ng's wife, lawyer Melanie Ho

Wednesday, Sep 26, 2012

During the second day of the sex-for-contracts case, the man at the centre of the trial revealed that he had to spend his life savings on fighting the case.

Ng Boon Gay, former chief of the Central Narcotics Bureau (CNB), told this to an unidentified member of the public who had attended the day's trial. The latter approached Ng to speak to him during a recess.

Shin Min Daily News reported that Ng answered the questions patiently. He said that fighting the case was not cheap, and he would have to use his life savings to afford his legal fees.

The member of the public encouraged Ng and wished him well.

An estimate of the cost of his legal fees came to about $500,000, reported Shin Min. His lawyers, Senior Counsel Tan Chee Meng and Melanie Ho, command hourly fees that range in thousands and up to $800 respectively.

Meanwhile, Ms Cecilia Sue Siew Nang, the second witness called up by the prosecution, turned up at court this morning dressed in a dark suit and pants ensemble, with her eyes covered by a pair of glasses.

She managed to avoid the media by heading straight to a concealed witness room and stayed in there throughout the trial, only coming out once to use the toilet.

Woman in sex-for-contracts case says she loved ex-CNB chief

She didn’t appear in court yesterday.

But much of the proceedings centred around Ms Cecilia Sue.

She is the woman in the high-profile sex-for-contracts case involving former Central Narcotics Bureau (CNB) director Ng Boon Gay.

She had at one time said that she was in love with Ng and would leave her husband for him.

But she had also told the Corrupt Practices Investigation Bureau (CPIB) that their relationship may have influenced business decisions.

Oral sex on 4 occasions for deals worth $640k

20120925.205728_corrupt.jpg

AsiaOne
Tuesday, Sep 25, 2012

SINGAPORE - IT manager Ms Cecilia Sue Siew Nang allegedly performed oral sex on former Central Narcotics Bureau (CNB) chief Ng Boon Gay on four occasions in exchange for $640k worth of deals.

Shin Min Daily News reported today that while Ms Sue's company did not engage directly with the CNB in these deals, her company did profit from the sales of computer systems to CNB by another company System Integrator.

Ms Sue was hired by Sun Microsystems for her experience in dealing with government agencies. She had first met Ng in 2009, before she joined the company in 2010.

On March 3 , 2011, Ng authorised the purchase of computer systems through an official online government purchase system.

13 days later, CNB purchased the tendered computer systems from National Computer Systems for $320k.

Six months later, Ng again authorised the purchase of more computer software from a company called Jardine for another $320k.

Contemplated suicide

The Chinese daily also said that Ms Sue contemplated suicide on the day Ng was charged in court. She allegedly sought medical help for her mental conditions for six months.

She reportedly told investigators that she loved Ng and was willing to divorce her husband for him.

However, Ng's lawyers pointed out that she later changed her story, saying that what happened between the two of them was merely business and that there was no true love between them.

Cecilia: I felt 'fear' and was 'unwilling'

20120927.141332_ceciliachange.jpg

By Joy Fang
my paper
Thursday, Sep 27, 2012

Fear and shame. That was what stopped IT executive Cecilia Sue Siew Nang from making a report on the alleged advances of former Central Narcotics Bureau (CNB) chief Ng Boon Gay.

In her first highly anticipated appearance in a district court yesterday, Ms Sue, 36, who took the stand, said that Ng had repeatedly asked her for oral sex last year.

But she told the court that she was not a willing participant, and was fearful of the ramifications if she rejected his demands.

Ng, 46, is facing four charges of obtaining sexual gratification from Ms Sue between June and December last year, to further the interest of her companies.

The pair had met through a mutual friend in 2009 at a Tanjong Pagar pub, when she worked as a sales manager for IT company Sun Microsystems.

They kept in touch through lunch appointments and telephone conversations, she told the court.

This continued after she moved to Hitachi Data Systems (HDS) in April 2010 and, then, to Oracle Corporation Singapore last November.

All eyes were on Ms Sue, who was smartly dressed in a black blazer over a white shirt, and a black skirt, when she walked into the silent courtroom at about 4pm.

She carried a Louis Vuitton bag and wore her wavy hair in a ponytail.

As she gave her testimony in a meek voice, Ng appeared expressionless while his wife, Madam Yap Yen Yen, busily jotted down notes, wearing a stern frown.

Ms Sue told the court that she had mentioned to Ng that she was pursuing a business opportunity with CNB.

Ng's advances began in March last year, after CNB had awarded a contract to IT firm NCS, she said.

NCS acted as an intermediary, which provided services to install products sold by HDS.

Shortly after, Ms Sue and Ng had a "celebratory lunch" together as she had had a "good quarter".

After a toast, she said Ng broached the subject of oral sex, but she did not respond.

Last November, CNB awarded a contract to another intermediary IT company linked to HDS.

In court yesterday, Ms Sue detailed what happened in the four instances which landed Ng in hot water with the authorities. my paper lists them (following page):

Cecilia Sue to Ng: 'You ignore me, how how how?'

AsiaOne
Thursday, Sep 27, 2012

SINGAPORE - IT executive Ms Cecilia Sue, 36, was back in court Thursday morning, in the case involving corruption charges against former Central Narcotics Bureau chief Ng Boon Gay.

Ms Sue was cross examined by the defence counsel, regarding a statement she made to the Corrupt Practices Investigation Bureau (CPIB) in December last year about a fifth alleged tryst.

Local media reported that she told investigators then that she had sex with Ng, 46, at a service apartment in Great World City in 2009.

Ms Sue claimed that the statement was made under stress and fear, and "in order not to implicate anyone".

Breaking down once during the cross examination which pin-pointed the inconsistency of her statements, she added: "What I say today is the truth. Nothing but the truth."

"I thought my new statements would supersede the older ones," said Ms Sue. She was referring to the eight other statements she gave to the CPIB.

Earlier, Ng's lawyer, Senior Counsel Tan Chee Meng, also read out intimate messages sent by Ms Sue to Ng last year in court.

The first message read out was: "Do you DIY?".

Another two messages sent by Ms Sue on July 2 were: "I could have three hours with you. We had fun", and "She's home?".

Other messages read out by Senior Counsel Tan were: "M U", "you ignore me how how how", and "where's family day?"

The defence's case is that Ms Sue had been having an affair with Ng since 2009, two years before Ng had allegedly forced her into giving him oral sex.

Ng is facing four charges of corruption for obtaining oral sex from Ms Sue in return for favours while she was a sales manager at Hitachi Data Systems (HDS) and Oracle Corporation Singapore.

Cecilia Sue says her marriage stronger than ever

20120927.200219_sue2.jpg

AsiaOne
Thursday, Sep 27, 2012

The woman at the centre of the corruption case involving former Central Narcotics Bureau Chief, Ng Boon Gay, Ms Cecilia Sue, made a statement in court Thursday regarding the status of her marriage.

Ms Sue was cross-examined by Senior Defence Cousel Tan Chee Meng, about her statement made last Dec, alleging that the pair had sexual intercourse.

She reneged on her statement earlier on Thursday, saying that she was scared and stressed then, and did not want to "implicate anyone".

When asked if she is not telling the truth because of the fear that it would affect her marriage and child, Ms Sue said no.

According to the Shin Min Daily News, Ms Sue calmly asked the court for permission to allow her to explain her marital situation.

The crowd gathered in court immediately went quiet at that point, the Chinese daily reported.

Ms Sue said that even though the negative publicity has ruined her reputation, and there have been speculation that her husband has left her, the two of them are still together.

Adding that their marriage is even stronger than before, Ms Sue said they will face this obstacle together and nothing can tear their family apart.

In response, Mr Tan replied that he was happy to hear that.

Ng had many girlfriends: Sue

Ms Sue also alleged in court that Ng had many girlfriends.

In his cross-examination, Mr Tan pointed out that based on the intimate messages Ms Sue had sent Ng, their relationship was out of the ordinary.

But Ms Sue denied that she had an intimate relationship with Ng, adding that he was seeing other women behind his wife's back.

She revealed that she saw pictures of the women in Mr Ng's mobile phone.

Ms Sue even named an insurance agent, Linda, as one of the women.

When asked by Mr Tan why this was not disclosed in her statements to investigators earlier, Ms Sue said she did not bring it up as it happened a long time ago.

Cecilia Sue breaks down in court, insists she is telling "the truth"

By Amir Hussain, TODAY | Posted: 27 September 2012 1554 hrs

display_image.php

Cecilia Sue (Photo: TODAY)

SINGAPORE - The woman at the centre of former Central Narcotics Bureau (CNB) Director Ng Boon Gay's high profile corruption case was grilled on Thursday morning on whether she had an intimate relationship with Ng.

Ms Cecilia Sue, 36, was asked by Senior Counsel Tan Chee Meng, Ng's lawyer, why she said she had sexual intercourse with Ng in her first statement to the Corrupt Practices Investiagtion Bureau (CPIB) in December last year.

Ms Sue replied she had done so in order "not to implicate anyone", and as she was frightened. The defence lawyer, however, probed the former Oracle sales manager on how she could be so detailed about the incident two years earlier.

The statement, paragraphs of which were submitted to the court by the defence, described an undressed Ng pushing aside Ms Sue's panties for sexual intercourse, followed by oral sex in an apartment at Great World City in June 2009.

It is also inconsistent, Mr Tan said, that she subsequently altered a sentence in the statement to read: "I had a (more) liking for Boon Gay", after the incident.

Disclaiming the factual veracity of the statement, and breaking down once during the intense cross-examination, Ms Sue said: "What I say today is the truth. Nothing but the truth."

Earlier in the morning, Mr Tan read out text messages Ms Sue had sent to Ng, 46, which suggested the two had an intimate relationship.

The first message read out in court was "Do you DIY?". Another message on July 2 last year read: "I could have three hours with you. We had fun". Yet another, later that same day said: "She's home?".

Among other messages Mr Tan read to the court: "M U", "you ignore me how how how" and in response to a text message that was not replied to: "where's family day?"

Ng is facing four charges of corruption for obtaining oral sex from Ms Sue in return for allegedly favouring tenders from the companies she worked for.

The Prosecution's case is that Ms Sue was pressured into performing fellatio because she was concerned about the contracts, and that she would jeopardise the commercial relationship she had built with the CNB.

The defence's case is that Ng had an affair with Ms Sue between 2009 and last year, but personal indiscretions aside, was not corrupt.

If convicted, Ng could be jailed up to five years and fined S$100,000 for each charge.

The trial has been adjourned and hearing will resume Friday morning.

Text messages between Ng Boon Gay and Cecilia Sue revealed

Details of SMSes and Whatsapp messagess which IT executive Cecilia Sue sent to former anti-drug chief Ng Boon Gay last year were revealed by the defence in a district court on Thursday.

Some were sent mere days after he allegedly forced her to perform oral sex on him.

The messages included "M U" - which Ms Sue said meant "miss you" - "Do you D-I-Y", "I could have spent three hours with you, had fun?" and "you ignore me, how how how?"

During defence counsel Tan Chee Meng's cross-examination of Ms Sue, 36, the court also heard about a fifth alleged tryst between the two, where they allegedly had sexual intercourse.

Referring to the first statement Ms Sue gave to the Corrupt Practices Investigation Bureau in December last year, Mr Tan pointed out that she had told CPIB investigators that she had sex with Ng at a service apartment in Great World City in 2009.

But in court on Thursday, she reneged on the facts of the statement, saying it was not true and had been given while she was under stress.

"I thought my new statements would supersede the older ones," said Ms Sue, referring to the remaining eight other statements the CPIB had recorded from her.

Ng, 46, faces four counts of obtaining oral sex in exchange for showing favours when Ms Sue was a sales manager at Hitachi Data Systems (HDS) and Oracle Corporation Singapore. He can be fined up to $100,000 or jailed for up to five years on each charge.

The defence's case has been that she and Ng were having an affair since 2009, two years before the first of the four alleged occasions he forced her to give him oral sex.

Cecilia changes account of fifth tryst with Ng

By Joy Fang
my paper
Friday, Sep 28, 2012

The second time she took the stand yesterday, prosecution witness Cecilia Sue Siew Nang, an IT executive, raised doubt with inconsistent replies.

She gave a different account of an alleged sexual encounter she had admitted to previously, during a Corrupt Practices Investigation Bureau (CPIB) probe.

That alleged sexual encounter between her and former Central Narcotics Bureau chief Ng Boon Gay, 46, took place at a serviced apartment in Great World City in June 2009.

In the still and silent courtroom, the defence, led by Ng's lawyer, Senior Counsel Tan Chee Meng, cast doubt on Ms Sue's insistence that she did not have sex with Ng in the apartment. Ng had rented the apartment for his mother, said Ms Sue, 36.

Recalling the incident, she said Ng had offered to show her the apartment. But, when they got there, he hugged her from behind and subsequently tried to force himself on her. When he started undressing himself, "that's when I quickly ran off", she said.

Mr Tan reminded her of the statements she had given to the CPIB in December 2010, during its investigations. She had admitted in her first statement that she and Ng had sex and oral sex in a bedroom on that occasion.

She also said that she "was in a daze... I was very confused about the incident".

"But, after this, I had more liking for Boon Gay," read Mr Tan.

Visibly anxious, Ms Sue said that the initial statement to CPIB "wasn't truthful" as it was a frightening and stressful situation for her. She said: "I just wanted to get over it and not implicate anybody or myself."

Cecilia: He broke my heart

20120928.130446_sept2812_ceciliasue.jpg

AsiaOne
Friday, Sep 28, 2012

Cecilia Sue Siew Nang, the key witness in the graft trial of former Central Narcotics Bureau (CNB) chief Ng Boon Gay, said in an earlier statement that he had broken her heart when he did not take responsibility for her pregnancy.

She had said: "When I was pregnant in the first quarter of 2010, I asked Boon Gay what if the child is his. At that time, I felt Boon Gay was an irresponsible man because he did not want to show responsibility and did not comfort me either.

He broke my heart. It was then I decided to end my relationship with him. After I told him I wanted to end the physical intimacy in September/October 2010, I did not remember giving him any indication that I like him."

However, in court today, Ms Cecilia Sue, 36, denied the statement that she gave to the Corrupt Practices Investigation Bureau (CPIB) and signed off at 5pm on May 3.

On cross-examination, Ms Sue said she had lied as she was "fearful" of the accused, and tried not to implicate him to make it better.

Yesterday, the witness also gave inconsistent replies in court, giving a different account of an alleged sexual encounter she had admitted to previously.

While she had earlier said that she and Ng had sex and oral sex in a bedroom in a Great World City service apartment Ng, 46, was renting, she retracted it and said it was not consensual.

She said: "If we had sex, it will be rape."

After saying, the original statement 'wasn't truthful enough', Ms Sue added: "What I say today is the truth. Nothing but the truth."

The former CNB chief is facing four charges of obtaining sexual gratification from Ms Sue between June and December last year, to further the interest of her companies.

The trial continues today.

SINGAPORE - Day four of the sex-for-contracts trial of former Central Narcotics Bureau Chief Ng Boon Gay saw more drama unfold, as key witness Cecilia Sue Siew Nang came under more cross-examination from Ng's defence lawyer, Senior Counsel Tan Chee Meng.

Shin Min Daily News reported that she was grilled about the extent of her relationship with Ng.

At one point, the defence questioned why Ms Sue told Corrupt Practices Investigation Bureau (CPIB) during a probe that she asked Ng if he loved her, when she viewed Ng as only a close friend.

She replied that incident happened after he forced her to have oral sex. She then asked if he forced himself on her because he loved her. But Ng denied that he loved Ms Sue.

Defence then asked if she felt upset because Ng said he did not love her, and this led her to stop having a relationship with him.

Ms Sue replied no, but added at this point that Ng told her his wife could not satisfy for him in some areas. She said: "But this does not mean he can make me his sex tool!"

Denies telling CPIB she had oral sex with Ng more than 10 times

During trial, defence also brought up her statement to CPIB, taken on 25 Apr this year. She said in that recorded statement she had had sexual encounters with Ng on more than 10 occasions, and one of these incidents took place outside the Senior Police Officers' Mess (SPOM) at Mount Pleasant Road.

In her statement, she provided a total of nine locations where she said they had oral sex previously.

When questioned about this, Ms Sue changed her mind, and said these were places where she met Ng, but they did not have any sexual encounters. She said she made the statement in a fearful and exhausted state, and when there was a lot of pressure.

Ng's wife speaks to media for first time

As usual, Ng's wife, Yap Yen Yen, accompanied her husband to court as the trial continued.

When asked how she felt about the details that have been revealed by Ms Sue, she told the media that she will remain unaffected by what Ms Sue has said in court.

Upon arriving this morning at court, she was seen holding Ng's arm, as their lawyers stood by their side.

Spotting the long line of people who had gathered for the court session, she whispered to her husband: "There's a queue."

Yesterday afternoon, she told reporters after court was adjourned that she continued to believe in her husband, and that her love for him has not wavered.

She also said she will continue to appear in court beside her husband.

Ms Yap was seen breaking into a smile as they left court earlier this afternoon, after a recess. As usual, she was by Ng's side, with her hand through the crook of his arm.

When questioned by reporters if she still believed in her husband, Ng broke in this time, and apologised to the media, without allowing his wife to reply.

She told the Corrupt Practices Investigation Bureau (CPIB) last year about her sexual tryst with ex-Central Narcotics Bureau (CNB) director Ng Boon Gay at a Great World City apartment.

But the woman at the centre of Singapore’s biggest sex-corruption case involving a top civil servant insisted in court yesterday that they never had sex.

Ms Cecilia Sue Siew Nang, 36, the star witness in the sex-for-contracts case against Ng, said he had tried to force himself on her in the apartment.

But she had fought him off and they did not have sex, because if they had, “it would have been rape”.

Ng faces four counts of corruptly obtaining oral sex from Ms Sue, then a senior sales manager at Oracle Corporation Singapore, between July and December last year.
