The three women who had requested for sexual favours from the former chief of the Singapore Civil Defence Force (SCDF) have been named in various reports. However, their identities have not been confirmed yet.

According to the Corrupt Practices Investigation Bureau (CPIB), Peter Benedict Lim Sin Pang is charged with corruptly obtaining sexual gratification on a total of ten occasions from two female vendors and one potential female vendor to the SCDF in return for tenders on IT-related contracts.

If found guilty, the three women may also be charged. According to Lianhe Wanbao, lawyer Amolat Singh said that the women involved have also broken the law, and are likely to be charged. They face either a fine of up to $100,000 or a maximum jail term of five years, or both.

Lim has not made any plea yet. If he pleads guilty, he is likely to only face three charges, according to reports. The other seven charges will be taken into consideration during his sentencing.

The three charges are for accepting sexual offers on May 2, 2010 with Pang Chor Mui; on October 18 to 21,2011 with Lee Wei Hoon; and on April 20, 2011 with Esther Goh Tok Mui.

The next hearing will take place on July 5.

The former chief of the Singapore Civil Defence Force (SCDF) faces charges of obtaining sexual favours from not one but three women. He is reported to have had sex in a car at a carpark for four out of the ten occasions.

According to the Corrupt Practices Investigation Bureau (CPIB), Peter Benedict Lim Sin Pang is charged with corruptly obtaining sexual gratification from two female vendors and one potential female vendor to the SCDF in return for tenders on IT-related contracts.

The three women have since been named, according to a Channel News Asia report.

They are: Ms Pang Chor Mui, a senior executive at Nimrod Engineering, Ms Lee Wei Hoon, a director at Singapore Radiation Centre and Ms Esther Goh Tok Mui, a business development director at NCS Private Limited.

The authorities are looking at 10 occasions that took place between May 2010 and November 2011.

WHERE THE OFFENCES TOOK PLACE

According to news reports, the offences allegedly took place at three carparks - one near Marina Bay Golf Course, one near near East Coast Big Splash and one near the Singapore Indoor Stadium.

The offences also allegedly took place at a flat in Clementi, at an apartment in Tanjong Rhu and even in a hotel in Paris, France.

The Straits Times indicated that Lim obtained sexual gratification from Ms Pang on May 2 two years ago at a carpark near Stadium Walk.

A year later, he obtained gratification with Ms Goh at a carpark near Marina Bay Golf Course. In May 2011, a month later, he allegedly did the same at an apartment in Tanjong Rhu and at a carpark near the Singapore Indoor Stadium.

LianHe WanBao reported that Lim had sexual relations with Ms Goh twice in Sep last year over three days at the apartment in Tanjong Rhu and Clementi.

Peter Lim is now out on a police bail of $10,000. His passport has been surrendered to the authorities, reports said.

Peter Lim declined to comment on the case, instead asking for "space", a Straits Times report said.

The man was arrested on Jan 4 by the Corrupt Practices Investigation Bureau (CPIB) and was investigated under the Prevention of Corruption Act over allegations of "serious personal misconduct".

Another former top civil servant, Ng Boon Gay, was arrested for similar charges in December. Ng was the former director of the Central Narcotics Bureau.

The two are former government scholars and between them, had served more than 40 years in the uniformed services, according to The Straits Times.

Former Singapore Civil Defence Force (SCDF) commissioner Peter Lim Sin Pang was charged yesterday with 10 counts of corruption.

He allegedly obtained sexual gratification from three women between May 2010 and last November in exchange for favouring their companies during IT-related tenders held by the SCDF.

The three women allegedly involved all held senior positions in their companies.

The following is a summary of their encounters, as listed in the charge sheets.

Pang Chor Mui, general manager of Nimrod Engineering

She is alleged to have performed oral sex on Lim on May 2, 2010, in a carpark near the Singapore Indoor Stadium (right).

Lee Wei Hoon, director of Singapore Radiation Centre

Lim is alleged to have had sex with her some time between Oct 18 and 21 in a hotel in Paris, France.

Lee is also alleged to have performed oral sex on him at a carpark at Big Splash in East Coast Park (above) on Nov 23 last year.

Esther Goh Tok Mui, business-development director at NCS Pte Ltd

She is alleged to have had sex with Lim on seven separate occasions between April and September last year.

On the first occasion, they are said to have had sex in a carpark near Marina Bay Golf Course on April 20.

The following month, they allegedly had sex again in an apartment in Tanjong Rhu.

On May 19, they allegedly had sex in a carpark near the Singapore Indoor Stadium.

Some time between Sept 3 and Sept 6, they allegedly had sex in a Tanjong Rhu apart- ment.

During the same period, they are said to have had sex twice in a Clementi flat.

They allegedly repeated the act in a Clementi flat on Sept 17 and Nov 13.

No charges yet against women in SCDF graft case

The three women named in court on Wednesday for allegedly having sex with Peter Lim, the former Singapore Civil Defence Force (SCDF) chief, may face charges of bribery, said lawyers on Wednesday.

While they have not been charged, the authorities have not yet put them in the clear. A Corrupt Practices Investigation Bureau (CPIB) spokesman said it was still looking into the case.

All three women are high-ranking IT professionals who allegedly traded sexual favours with Lim to secure business deals for their companies.

Two of them are in their 40s. Lawyers said that Ms Pang Chor Mui, Ms Lee Wei Hoon and Ms Esther Goh Tok Mui could be charged under the Prevention of Corruption Act, which carries a maximum sentence of a $100,000 fine and five years in prison.

Mr Foo Cheow Ming, a criminal lawyer, said CPIB graft cops may consider a lesser charge if the women testified against Lim.

Ten counts of corruption.

That’s what former Singapore Civil Defence Force (SCDF) chief Peter Lim Sin Pang is facing after being charged in court today.

The 52-year-old is alleged to have shown favour to potential vendors in return for sexual gratification from women representing different companies.

The three women according to Channel NewsAsia are:
1) Pang Chor Mui, a general manager at Nimrod Engineering (married, in her 40s)
2) Lee Wei Hoon, a director at Singapore Radiation Centre (married, in her 40s)
3) Esther Goh, a business development director at NCS Private Limited (single, age unknown)

The sexual encounters happened between 2 May 2010 to 23 November 2011 when Lim was still chief of SCDF.

Esther Goh is apparently involved in seven sexual encounters with Lim.

Lim could end up in jail for five years and be slapped with a fine of $100,000 for each count of corruption, if found guilty.

However, according to Chinese daily Lianhe Wanbao, the prosecutor has said that only three of the charges will be pursued if Lim pleads guilty.

The three charges are:
1) Receiving oral sex from Pang Chor Mui at a car park at Stadium Walk.
2) Accepting sexual gratification in return for favours from Lee Wei Hoon in Paris.
3) Receiving sexual gratification in exchange for favours from Esther Goh at Marina Bay Golf Course.

The remaining seven charges will be considered by the judge when the verdict is passed, reported the newspaper. It is uncertain whether Lim will plead guilty to the charges. His lawyer said he will consult his client before presenting his case.

Lim's next court hearing is on 5 July.

The Corrupt Practices Investigation Bureau (CPIB), arrested Lim in early January for allegations of 'serious personal misconduct'.

Prior to Lim’s arrest, the CPIB also arrested former Central Narcotics Bureau director Ng Boon Gay for similar reasons.

News of CPIB nabbing both men was first published by the Chinese daily Lianhe Wanbao.

The three women involved in the ex-SCDF chief’s sex scandal case may testify in court in order to save themselves, according to Chinese daily Lianhe Wanbao.

Under Singapore law, both parties offering and accepting bribes are liable to be charged.

Lawyer Fu Shaoming told the paper that although the three women can be charged, the prosecutor is likely to take into consideration that they are probably needed to testify against Peter Lim. He said that it is possible that the prosecutor has already reached out to them.

Neighbours of Pang Chor Mui said that they overheard her having an argument with her husband recently that raged on for two hours. They have a 17-year-old daughter.

Pang is said to be a quiet woman and her colleagues were apparently shocked when they heard about her alleged involvement in the scandal. Her colleagues at her office said she went on a long vacation and that they last saw her over a month ago.

According to a Shin Min Daily News report, the ex-husband of Pang described her as being beautiful and gentle. When reporters visited her house, a woman in her forties answered the door and claimed to be Ms Pang. She told reporters that she wanted to change her clothes first, but later declined to comment when she came to the door.

Her ex-husband said the two met when they were 18 while they were still studying. They got married after being together for a few years. Pang apparently asked for a divorce after a few years when she found out he was having an affair.

Another woman who is linked to the scandal- Lee Wei Hoon – is said to have brought her son to her mother’s place so that he won’t be exposed to the media, according to Shin Min Daily News. The family is said to have lived at their HDB flat for more than 10 years. Since the case become public, the neighbours have not seen the family.

Meanwhile, the lawyer of former CNB chief Ng Boon Gay said his client is anxiously awaiting the result of his investigation. The woman who was allegedly involved with him is not one of the three women linked with the ex-SCDF chief’s case.

She is said to be an IT industry employee and it’s believed she contemplated suicide but with the support of her friends she did not do so, reported Shin Min Daily News.

SINGAPORE - All outstanding tenders involving former Singapore Civil Defence Force (SCDF) commissioner Peter Lim Sin Pang and the persons involved in the alleged corruption scandal have been suspended, said the Ministry of Home Affairs (MHA).

In a statement to the press, MHA said it took "immediate action" once it was known that Lim was under investigation by the Corrupt Practices Investigation Bureau (CPIB).

MHA said that the companies and the people believed to be involved in the case are no longer servicing the SCDF accounts.

In addition, two contracts that SCDF signed which Lim had been directly involved in the tender process are currently under review.

Lim, 52, has been charged for his alleged sexual trysts with three women in return for giving preferential treatment in the awarding of contracts to their companies.

He faces 10 charges in total. Each charge carries a maximum jail term of five years and a $100,000 fine.

MHA also said that it is doing a review on how to strengthen the integrity of MHA's procurement and tender processes.

This involves the reorganisation of its procurement function as well as the roles and functions of officers involved in the process.

He stands accused of having obtained sexual gratification from three women between May 2010 and last November in exchange for favouring their companies during IT-related tenders held by the SCDF.

In the Tanjong Rhu apartment, Lim, who is married, allegedly had sex with then NCS director of business development Ester Goh Tok Mui.

The 16th floor Costa Rhu condominium unit is served by private lifts from the basement car park and ground floor, The Straits Times reported.

Other than his own apartment, Lim is said to have engaged in sexual trysts with Goh in public places such as at various car parks and three times in a Clementi flat.

Lim, who was charged with 10 counts of corruption on Wednesday, also engaged in oral sex with Pang Chor Mui, a general manager at Nimrod Engineering, at a carpark near the Singapore Indoor Stadium; and sex and oral sex with Lee Wei Hoon, a director at Singapore Radiation Centre a carpark at Big Splash in East Coast Park and in a hotel in Paris.

NCS and Nimrod were awarded contracts by SCDF while SRC is believed to have been a potential vendor.

Two of them are in their 40s and married, and all three held senior positions in their companies. Goh, who is unmarried, is the only one who is no longer working for her former company.

All outstanding tenders that involve Lim have been suspended and two contracts signed with the companies are currently under review by the Ministry of Home Affairs (MHA).

MHA said that the people believed to be involved in the case are no longer servicing the SCDF accounts.

Lim, who is a government scholar, is currently out on bail of $10,000 and faces a jail term of up to five years and a fine of $100,000 for each charge.

SINGAPORE - Former director of the Central Narcotics Bureau (CNB), Ng Boon Gay, was charged in court today on four counts of corruption, in a high-profile sex-for-contracts case here.

Ng, 44, had allegedly obtained sexual gratification on four occasions from Cecilia Sue Siew Nang, who was an employee of two IT vendors, Hitachi and Oracle.

Ng pleaded not guilty to all four charges.

The trysts, which occurred between June 2011 and December 2011, were allegedly to further the business interests of the relevant IT vendor, with respect to the vendor's dealings with CNB.

According to The Straits Times (ST), Ng arrived at the Subordinate Courts at 8.50am accompanied by his wife and lawyers.

His bail has been set for $10,000 and his next court date is on June 26.

Ng was arrested on Dec 19 last year under the Prevention of Corruption Act, two weeks before former Singapore Civil Defence Force (SCDF) commissioner Peter Lim Sin Pang was nabbed.

Lim, 52, was charged in court last Wednesday with 10 counts of corruption. He was found to have engaged in sexual trysts with three women in return for favouring their companies during IT-related tenders held by the SCDF.

The word "obtained" used in court documents in both cases indicate that the men were the likely parties that initiated the sexual propositions.

Criminal lawyer Mr Foo Cheow Ming, who was interviewed by The Straits Times, pointed out that the word "accept" would have been used if the women were the ones who offered sex.

Lim was reported to have had sex in a parked car at a carpark for four out of the ten occasions. Two other encounters are alleged to have taken place in his Tanjong Rhu apartment.

A former government scholarship recipient and married, Lim is currently out on bail of $10,000. He faces a jail term of up to five years and a fine of $100,000 for each charge.

SINGAPORE - The woman who is believed to have been in a "sex-for-business" deal with former Central Narcotics Bureau (CNB) chief Ng Boon Gay has been named in court today.

She is Cecillia Sue Siew Nang, who was an employee of two IT vendors, Hitachi and Oracle, when the sexual trysts took place.

Ng, 44, allegedly obtained sexual gratification on four occasions from Sue between June 2011 and December 2011.

The Corrupt Practices Investigation Bureau (CPIB) said in a statement that the trysts are believed to have been in exchange for helping to 'further the business interests of the relevant IT vendor, in respect of that vendor's dealings with CNB'.

Ng pleaded not guilty to all four charges. He is currently out on a $10,000 bail.

Sue joins the other three women who have been named in court regarding the high profile case.

The three are Esther Goh Tok Mui, Lee Wei Hoon and Pang Chor Mui, who are believed to have traded sexual favours with former Singapore Civil Defence (SCDF) chief Peter Lim Sin Pang in return for him favouring their companies during IT-related tenders held by the SCDF.

At the time of the offences, Pang was a general manager at Nimrod Engineering, Lee was a director at Singapore Radiation Centre, and Goh was a director of business development at NCS. Both Nimrod Engineering and NCS were then vendors to the SCDF while SRC was a potential vendor.

Lee allegedly performed oral sex on Lim at a carpark at Big Splash in East Coast Park on Nov 23 last year. They also had sex some time between Oct 18 and 21 in a hotel in Paris, France.

Goh, who is single, is alleged to have had sex with Lim seven times between April 20 and Nov 13 last year. The first time was in a carpark near the Marina Bay Golf Course.

They had sex twice in Lim's apartment in Tanjong Rhu, and another tryst in a carpark near the Singapore Indoor Stadium.

They also had sex three times in a Clementi flat.

Former Central Narcotics Bureau (CNB) chief Ng Boon Gay will contest charges of corruption against him, his lawyers said on Tuesday evening.

In a statement emailed to The Straits Times, Ng's lawyers, Senior Counsel Tan Chee Meng and Ms Melanie Ho of Wong Partnership, said: 'As we had indicated in Court, Boon Gay will be contesting the charges. Personal indiscretions aside, Boon Gay firmly believes he is not a corrupt officer.'

Ng was charged in court on Tuesday with four counts of corruption involving sex with a woman seeking government contracts.

The 46-year-old is accused of obtaining sexual gratification from Ms Cecilia Sue Siew Nang, who was an employee of two IT vendors between June and December last year. The IT vendors are Oracle and Hitachi Data Systems.

The Corrupt Practices Investigation Bureau (CPIB) said in a statement that the trysts were apparently in exchange for helping to 'further the business interests of the relevant IT vendor, in respect of that vendor's dealings with CNB'.

Ng arrived in a taxi at the Subordinate Courts at 8.50am with his wife and lawyers. His bail is set for $10,000 and his next court date is on June 26.

The CPIB arrested Ng and Lim last December and January this year respectively. They were suspended from duty from Jan 25.

The Ministry of Home Affairs said last week that it was reviewing two contracts linked to the case involving Lim, even though they were awarded according to procurement rules.

SINGAPORE: Former Central Narcotics Bureau (CNB) director Ng Boon Gay has been charged with four counts of corruptly obtaining sexual favours from a woman, who was a sales manager of two IT vendors.

He allegedly breached the Prevention of Corruption Act by engaging in oral sex with Cecilia Sue Siew Nang on four occasions, between June and December 2011.

Ms Sue was the sales manager of Hitachi Data Systems from June to November 2011. She joined Oracle Corporation Singapore in December last year as its senior sales manager. Oracle told Channel NewsAsia that Ms Sue is still with the company.

In exchange, Ng would allegedly further the business interests of the two IT companies in their dealings with the CNB.

He pleaded not guilty to all four charges.

Ng is represented by Senior Counsel Tan Chee Meng and Ms Melanie Ho from WongPartnership.

They felt that the charges were "very general in nature" and will be writing to the Deputy Public Prosecutor for more details.

Mr Tan asked for the case to be adjourned as he wanted the prosecution to clarify how Ng's alleged offences had helped the two companies in their business interests, and what these interests were.

He is out on a S$10,000 bail and will be back in court on June 26.

In a statement to the media, Ng's wife said that she has never doubted his professional integrity and will continue to stand by him.

The Corrupt Practices Investigation Bureau (CPIB) arrested 46-year-old Ng Boon Gay on December 19, 2011 under the Prevention of Corruption Act. The government scholar was suspended on January 25, pending disciplinary proceedings.

Ng is the second senior government official to be charged in court in the past week for corruption.

On June 6, former civil defence force chief Peter Lim was charged with 10 counts of corruption.

Lim allegedly obtained sexual gratification from three women between May 2010 and November 2011. In return, the 52-year-old would show favour to the companies where the women are working, for IT-related tenders called by the SCDF.

Lim, also out on a S$10,000 bail, will be back in court on July 5.

SINGAPORE: The lawyer of former Singapore Civil Defence Force chief Peter Lim has raised questions about the charges against his high-profile client.

Lim was charged with 10 counts of corruption on June 6.

He allegedly obtained sexual favours from three women in exchange for furthering their companies' business interests.

Lim's lawyer, Mr Bala Chandran, said the phrase "assisting to further the business interest" was too general.

He added that the charges did not state specifically if tenders or contracts were involved.

Mr Chandran said he will raise it with the prosecution in a pre-trial conference on July 5.

On June 12, the lawyers of former Central Narcotics Bureau (CNB) chief Ng Boon Gay said the charges were "very general".

Ng was charged with four counts of corruption where he allegedly obtained sexual favours from a woman who was a sales manager at two different IT companies.

Ng's lawyers said they would be writing to the Deputy Public Prosecutor for more details.

They wanted to know how Ng's alleged offences had helped the two companies in their business interests, and what those interests were.

The Attorney-General's Chambers (AGC) has confirmed that Ng's lawyers have written to the AGC to ask for more details and it is considering their request.

The AGC said that the charges against Lim and Ng had provided sufficient details.

The AGC also confirmed that Hitachi Data Systems and Oracle Corporation Singapore were not direct vendors of CNB at the material time.

SINGAPORE - Ms Cecilia Sue, the woman who has been implicated in the Central Narcotics Bureau (CNB) corruption probe, has not left her current job at Oracle Corporation Singapore.

The 36-year-old. a senior sales manager at the multinational, told sources close to her that she had no reason for leaving as she felt she had done no wrong, the report said. She joined the company in November last year.

Ms Sue was one of the women allegedly linked to a sex-for-contracts corruption case regarding the former chief of CNB, Ng Boon Gay, 46.

According to the report, Ms Sue has been married for 13 years to a businessman who is a director of five companies here. She has a one-year-old child and lives in a condominium in central Singapore.

Ng allegedly obtained sexual gratification on four occasions from Sue between June 2011 and December 2011 in return for his help to 'further the business interest' of Hitachi Data Systems and Oracle Corporation Singapore.

The first two instances took place between June and last November when Ms Sue was still a sales manager at Hitachi. The other two incidents are believed to have taken place after she joined Oracle.

However a Straits Times report indicated that it was believed that Oracle had no IT-related dealings with CNB during Ng's term as chief between February last year and his suspension on Jan 25.

Also, HDS, believed to be a sub-contractor for CNB's IT tenders, was not directly awarded any contracts by the agency.

The report further pointed out that though the alleged trysts between Ms Sue and Ng happened over a period of six months, according to the charge sheets, both are said to have been close since 2009.

Ng's wife said in a statement to the media that she has never doubted his professional integrity and will continue to stand by him.

They have been implicated in alleged offences that have landed two top civil servants in court.

But there has been no indication whether they will also face charges.

The four women - Ms Esther Goh, Ms Lee Wei Hoon, Ms Pang Chor Mui, and Ms Cecilia Sue Siew Nang - were linked to the alleged sex scandals involving former Singapore Civil Defence Force chief Peter Lim and former Central Narcotics Bureau director Ng Boon Gay.

Lim is accused of obtaining sexual favours from the first three women, while Ng allegedly got involved with Ms Sue.

The women, who hold senior positions, allegedly exchanged sexual favours for "advancing the business interest" of their companies in IT-related tenders.

Three criminal lawyers contacted by The New Paper said the women can be charged under the law, but that would depend on the prosecution.

Mr Chia Boon Teck, partner at Chia Wong, said: "In such cases, the prosecution has two options. One, to charge the woman involved, or to use her as a prosecution witness in return for immunity from being charged.

"The decision, one way or the other, depends on the circumstances of each case. Under the Prevention of Corruption Act, both the giver and the receiver may be prosecuted for corruption."

Under Section 6 of the Prevention of Corruption Act, those found guilty of corruption can be jailed up to five years, and/or fined up to $100,000 for each charge.

Looking at facts

A former deputy public prosecutor, who declined to be named, said: "When exercising prosecution's discretion, the prosecutor looks at the facts.

If the facts lie heavily on the giver, then the giver can be charged after the receiver is sentenced."

The lawyer, who is now in private practice, added that the four women may not be charged yet as they may be needed as prosecution witnesses.

He said: "But if it is the giver who solicits, inducing the corrupt act, then they will be charged."

The Straits Times reported previously that the wording of Lim's charges indicate that it was the accused persons who had asked for the sexual favours.

Mr Irving Choh, a partner at RHTLaw Taylor Wessing, said the recipient is usually charged first.

Mr Choh represented the late Mr Yap Chee Leong in the famous 1997 corruption case where the lawyer, who also served as a district judge, bribed a police officer to amend a charge to a lower one, so that his client could get a fine and not a jail term.

He added: "Corruption cases usually involve money. This is one of the rare ones that involve sexual favours."

Lim was charged on June 6 with 10 counts of corruption.

He is accused of obtaining sexual favours from Ms Goh seven times, twice from Ms Lee and once from Ms Pang.

He is expected to be back in court on July 5.

Police Commissioner distances self from ex-NCS director Esther Goh

Commissioner of Police Ng Joo Hee is not acquainted with Ms Esther Goh, one of the women allegedly involved with former Singapore Civil Defence Force (SCDF) chief Peter Lim in an ongoing corruption case.

This is according to a statement issued by the police that was posted on the Singapore Police Force's (SPF) Facebook page on Friday.

The police said that Commissioner Ng is not acquainted with Ms Goh and that recent events should not dampen their annual fund raising efforts.

It also explained how a photo of Commissioner Ng shaking hands with Ms Esther Goh had been taken. The photo has been circulating online.

"Mr Ng Joo Hee deeply regrets that the photograph has been misused by irresponsible persons online as a basis for making vulgarities, inanities and all manner of mischievous innuendos," the statement said.

The police said the photo was taken on Oct 12 last year at a police charity concert held to benefit the Community Chest.

At the event, Commissioner Ng presented tokens to donors who gave more than $10,000, one of whom was NCS, represented by Ms Esther Goh.

She was previously a director of business development at the company.

The police also said they hoped recent events will not dampen support for their annual fund raising efforts.

"It will be unfortunate and most unfair should the Community Chest and the charities that it supports suffer because of the actions of a few misguided and irresponsible individuals," it said.

Ms Esther Goh has since left the company, The Straits Times said.

SINGAPORE - Former Central Narcotics Bureau (CNB) chief Ng Boon Gay returned to court Tuesday after being charged with corruption two weeks ago.

The 46-year-old Ng had allegedly received sexual gratification from Ms Cecilia Sue Siew Nang in return for "furthering the business interests" of the companies she was working for.

Ms Sue was an employee of IT vendors Oracle Corporation Singapore and Hitachi Data Systems between June and December last year.

The Straits Times said Ng's lawyer, Tan Chee Meng of Wong Partnership, told the court his client will not enter a plea as the particulars of the case were not yet available.

He had told the court in the first session that charges against Ng did not clarify how he had helped "further the business interests" of the companies.

Ng is the second public servant to be charged after former Singapore Civil Defence Force commissioner Peter Lim Sin Pang, who allegedly received sexual favours from three women in a separate sex-for-contract case.
