Knee-jerk solutions won't do

I REFER to the PUB report on the causes leading to the massive flooding in Orchard Road.
Singapore's iconic attraction was so helplessly and embarrassingly submerged, yet PUB's reply came across as indifferent and the recommendations to use sensors and inspections - at best, knee-jerk solutions.
There should be more effective solutions to ensure that Orchard Road and other low-lying areas are well drained, even during ultra-heavy downpours.

Scupper drains are damaged due to root infiltration etc, scupper holes and drop inlets chambers are block and choked. Where we expect the water to go but to flood the roads.

"Complacent attitudes" lead to 3-6 monthly inspections. There is already CCTV (w infra-red cameras), which can give excellent views of "choke-points". It's not "rocket-science" - just old fashioned common-sense.

It's very ill-timed that the MRT graffiti and Orchard flood happened before YOG. Cynically, I'd relish seeing such things happen during YOG.
