Maybe it's inside job. IT managing the checking site will know who has never ever check their residential addresses before and start selling those addresses to syndicates and then these syndicates fake some proof of residence when they register at MOM? Just thinking aloud how it could have happened... Singapore not safe anymore. Any thing can be leaked.
