Singapore polytechnics and ITE to increase tuition fees

SINGAPORE: Singapore's polytechnics and Institute of Technical Education (ITE) may have held off their planned fee hike last year due to the financial crisis.

But now that the economy has turned the corner, they have decided to increase tuition fees for this academic year starting April - the first increase since 2006.

The policy of differentiating between citizens and non-citizens will apply here as well. The increase ranges from a low of S$10 per year for Singaporeans to a high of over S$3,200 a year for foreign students.

Singapore's five polytechnics will increase tuition fees for diploma courses in the new academic year by S$50 for citizens, who will now pay S$2,150 per year.

Three of the polytechnics - Singapore Polytechnic, Ngee Ann Polytechnic and Nanyang Polytechnic - will also increase the fees for their existing Polytechnic-Foreign Specialised Institution degree courses by three per cent this academic year.

Singapore citizens pursuing such degree courses will pay fees ranging between S$4,830 and S$8,040 a year.

The new fees will apply to new and existing students. But Permanent Residents (PRs) and foreign students will have to pay S$480 more.

PRs and foreign students admitted before this academic year will also pay higher fees, but computed using the existing fee framework.

Tan Han Cheong, principal, Singapore Polytechnic said: "There is always never a good time to raise fees obviously, but we think that we need to put the fees truer to the cost. Even now with the increase in fees, the fees are only about 15 per cent or less of the full cost of educating a student in a polytechnic."

Over at the ITE, tuition fees for Nitec and Higher Nitec courses will go up by S$10 for Singaporeans. ITE will also up the fees for its Technical Engineer Diploma courses by S$50 per year to S$2,150.

Likewise, there will be a sharper differentiation between the fees citizens pay, compared to PRs and foreigners. Fees for new PR students will increase by at least S$600 per year, while those for new International students will go up by at least S$1,450.

The revised fee differentiation will also apply to PRs and International students pursuing new modules under the subsidised part-time ITE courses from April onwards.

Heng Guan Teck, deputy CEO, Academic Division, Institute of Technical Education said: "The impact on the number of foreign students coming to us will be very minimal because we have a very small number of foreign students in ITE."

Mr Tan said: "Of course there are some families overseas who may think the fees are out of their reach, but I think there are a lot of students in Asia who think our education system is world class, so they will continue to send their children here."

The polytechnics and ITE said they will have adequate assistance schemes in place for students who have financial difficulties.

There is no word yet on whether the three local universities - NUS, NTU and SMU - will increase their fees. They said changes in fees, if any, will be announced in due course.

since when did our economy recover?

>But now that the economy has turned the corner, they have decided to increase tuition fees for this academic year starting April - the first increase since 2006.

This was written by David Crosy in 1968....to them it had turned the corner, for many of us...we are stuck, where we are....so:

LONG TIME GONE - C.S.N.Y. ( David Crosby 1968)

It's been a long time comin'
It's goin' to be a long time gone.
Appears to be a long time,
Yes, a long, long, log time
Before the dawn.
Turn, turn any corner.
Hear, you must hear what the people say,
You know there's something that's goin' on here,
That surely, surely, surely won't stand the light of day.
And it appears to be a long,
Such a long, long, long time before the dawn.
Speak out, you got to speak out against
The madness, you got to speak your mind,
If you dare.
But don't try to get you rself elected.
If you do you had better cut your hair.
'Cause it appears to be a long time,
Before the dawn.
It's been a long time comin',
It's been a long time gone.
But you know, the darkest hour,
Is always just before the dawn.
And it appears to be a long time,
Such a long, long, long time before the dawn.
