POLICE on Friday advised the public not to be unduly alarmed when they see youths gathering at public places and avoid 'over-generalising or assuming' that they belong to gangs.

The present day gangs in Singapore are mainly street corner gangs and the members operate without any specific aims and spend their time at mostly entertainment outlets such as game arcades and neighbourbood malls.

'They also sport for violence over trial matters or traditional rivalries which they do not undertstand much about,' said police in a statement, which came in the wake of recent gang attacks in Downtown East and armed rioting in Bukit Panjang, prompting calls for stronger action and more police patrols.

Police said the youth gangs today are unlike the traditional gangs which have an organised structure and members engaging in illegal economic activities.

'The street corner gangs are less structured with fluid gang membership,' said the police statement.

They often adopt name of the traditional gangs to gain recognition and credibility from their peers, said police, adding that some gangs are formed by groups of youths sharing similar interests or hobbies.

'They have no links with the traditional gangs and do not adopt traditional gang names,' said police.

Many of the youths come from dysfunctional or broken families, while those from 'complete families usually have unconcerned parents.'

But police said through various sustained efforts, the youth gangs are fewer in number now.

Police vow to act on gangs

POLICE on Friday warned youth offenders involved in violent crimes that they will not be treated lightly simply because of their age, and vowed to deal with all gang behavior 'firmly and decisively'.

They will not hesitate to use the Criminal Law (Temporary Provisions) Act if necessary, said a police statement in response to a recent spate of gang attacks and rioting, sparking calls from the public for stronger police action.

Police said they conduct regular enforcement rounds on the ground to flush out out gang activities. Once detected, the Secret Societies Branch would step in to investigate the extent of gang involvement by each member.

In the recent cases, a Republic a Republic Polytechnic student was fatally slashed in Downtown East on Oct 30. Five youths have been charged with the murder of Darren Ng, 19. Nineteen youths who turned up in court to support the fifth suspect also ended up being arrested on Wednesday.

On Monday evening, a 20-year-old youth was slashed by a group armed with parangs and choppers at Block 418, Fajar Road. The group is believed to have also attacked six teenage boys at Block 505, Jelapang Road. Twelve suspects have been arrested over the two attacks.

Home Affairs Minister K. Shanmugam told reporters at a news briefing on Friday that these attacks were not 'completely random'.

Following these incidents, police have picked up 40 suspects in island-wide blitz and will continue to target gang-related activity in the coming weeks.

'Police will deal with all gang behaviour firmly and decisively,' said a police statement on Friday.

Police are also using preventing and proactive strategies to deal with street gangs, including giving talks to secondary school students and other rehabilitative programmes.

Yes they are. They are disorganised, which means that it is not easy to suppress. No leader. No way to talk settlement. No way to kill the body by chopping off the head.

What the heck!, the home queen oops...home team is giving confusing messages again, we are alert, call them when we see suspicious charcaters, they now say don;t be unduly alarm..after what had happened recently, I would be alarmed!

But their RC cannies get alarmed when they see opposition members congregating...so wtf!

We FEAR these street corner gangs coz they have no specific aims, no organisational structure, propensity for violence over trivial matters etc. It's so strange. For the very reasons cited by the police to reassure us, we fear the reasons given. What an irony!

Of course there are leaders! Which social group does not have a leader? Many of the leaders have records and from their experience they gain seniority within the group. Slashings are quite common. Often it is not against a group but done at random against almost anyone out there that happens to be at the wrong place, wrong time.

RTC is a breeding ground for the SS. The RTC needs to be cleaned up and an entirely new system has to be put into place. Many of the youths see no future for themselves if they do not have SS connections. This is on the outside. In RTC, being part of an SS is even more important.

Our current social system has failed many of our youths in the heartlands.

Some of you are confused between social system (helping those who've done others no harm but are victims of circumstances) and reformative system (helping those who've done others harm to repent to reintegrate into society). The latter must come with some penitentiary and restitutional measures as harm was caused to victims.

However, technical definitions aside, I agree, both are not working very well anyway.

What is needed is a reform of the system, from top to down. The Home Team had been complacent, sitting on their butt; twiddling their thumbs & collecting big salaries ( affordable).

These youth gangs just do not appear suddenly; it had been around for sometime, we have to wait for 'dead bodies' to float to the suface, before action had to taken.

This is the same for the flooding, soon the general public would be blamed as usual for being complacent.

Take a closer look its more than meet the eye. We are going for two income families society where parents work hard to pay for the house and expenses. The children are brought up in childcare centers or by maids and there are very little time for parents to spend with the kids. The children have to find 'love and concern' outside the family. This is where the problem lies. What is happening now is the result of our social structure and it is only the tip of the iceberg. The 'two income' family kids are starting to reach their late teens and problems are just starting to show.

I am thinking of carrying a Swiss knife with me wherever I go to work, and to carry a parang camouflaged as an Umbrella if I go Downtown East or Wild Wild West for some fun. If I see a group of male youth rushing in my direction, shouting Hokkien vulgarities or some numbers, I am going to chop of their heads like a Samurai or Swordsman.

Will I be charged for murder?

The woman in T-shirt - who looks like a female samseng - is one of the gang members who purposely demonstrate how far they can go against the system or the women-in-blue.

Significantly there is no difference from the other street gangs who appear to be just released from the jungle and who like to shout out 3 or 4 digits, followed by Hokkien expletives.

I think it all runs in the family.

They'd be charged, not you, cause you'd be the one dead, probably also without your head.

It's easy to attribute all social problems to the so-called double-income social structure. It's just like some forummers here who blame everything from heaven to hell on the government.

The truth is the vast majority of the youths are law-abiding and are studying hard in school or work, and pursuing their ambition. It's those Ah Bengs and Ah Liens, either mentally-challenged or drop- outs who have no aims in life and are drifting along.

Yes, their parents have to be responsible for their children behaviour. In Japan, the parents would have been most embarassed and given a thousand apologies for their child misbehaviour to society.
