I dunno about Tokyo but I don’t think it will catch on at other cities. I recently been to kansai region, the ppl mostly travel by inner city rail. Most places are within 5-10 min walks to a rail station. Many nips travel to and fro work on bicycles on public roads following traffic rules as drivers.
I not sure of this but there seems to be residential committees around as many pave way ban even bicycles on them.

In Singapore, what I hate the most are those Ah neh on bicycles along pavement walkways. Ting Tong Ting Tong their fucking bell non stop. Fucking cheebye ah neh cannot wait for people to walk first. Fuckup PAP's pride :FU:

Apnn brain operate differently. They think they still in India where there is class system.
Cars give way to trucks/buses. Tutu give way to cars. Motorbike give way to tutu. Bicycles give way to motorcycle. Straight legs give way to all of the above.
So the apnn believe ape such a u shd get out of his way and it was gracious of him to give u advance notice.
