You don't really need ships to patrol the sea. What you need is a maritime patrol aircraft. The ships will come if there is a infringement.
And shore based missiles more effective than having ships which will be floating targets.

Their claim is up to 3 km from the South East Asia nation shores. It is not acceptable. They can have all the sea they want outside of the legally bound continental shelf and EEZ under UNCLOS which china is a signatory.
