Everything you describe has happened when Sinkies were doing the dirty work. In the old days, the scapegoats were the Malays. When a job was not done properly, the Malays got the blame... too relac... too dumb.... not motivated... not ambitious etc.
Now that foreigners have arrived on the scene, they have taken over the role of whipping boy for all that goes wrong.
Some find Malays to be not too enterprising, but I think Singaporeans who laze will laze. The foreigner worker, on the other hand, walks up and down with a broom like as if on drugs, and after he walks away, the coke can and tissue crumple is still on the floor. The other thing is, if they don't understand your instructions, they never tell you. Whatever you say, they will go "neh neh neh". After that, sometimes the instruction is carried out, sometimes it isn't. The times it isn't gets you into hot soup if you are their boss.
Are all the foreigners that arrive top notch? Of course not. There are duds in every society and every culture. However, amongst them are uncut gems. We only need a handful of winners amongst the new arrivals to make the whole exercise well worthwhile.
It happens very often that the foreign executive is confused with the foreign worker. They are different in education, jobs, salaries and passes. Have no issue with the foreign executive except that some speaks a kind of English that needs careful listening. We are talking about the foreigner worker.
This isn't a xenophobic post. The purpose is twofold. One, quick-fix solutions is not necessarily the best. Two, don't make it worse by overhype your quick-fix solutions.
