Here's an example of how the government give free citizenship to foreigners...the AStar scholarship for foreigners - a very generous one - requires that the holder take up sinkee citizenship after the bachelor's degree. Lots of dough is spent on them ...they enter top universities, paid for by sinkapore government, given stipend and other allowances, free trip home very year. After 4 years, they take up citizenship to get the balance of the scholarship which is to post-doc. Easily, each of these created sinkees cost us close to a million bucks.
