Pest controller blame PAP for mice problems

A pest controller was interviewed in today news and he blamed TC and NEA for the cause of rats problems in Singapore. According to the interviewee, he said pest controllers need to compete for lowest bid in order to take care of neighbourhood pest problems. However, TC or NEA prefer things to be CHEAPER, BETTER and FASTER by asking cleaners to take care of the issue. Unfortunately these cleaners ain't professional resulting in HDB estate mice getting BETTER, FATTER and producing FASTER.

If keeping cost low produced massive problems in the society, what is the rationale behind PAP policies. Don't you think all these making "business sense" policies are failed policies creating several incidents of freak events in Singapore

If my memory is still intact, 1 of benefits of GRC, besides the craps about minority representation, is to have economy-of-scales in getting cheaper rates to obtain the same high standard of maintenance. Looks like it is another crap and the only way to get better environment is to pay more conservation fee.
