To set the record straight, Penang Laksa was infamous for implementing Means Testing to deny affordable health care to peasants.

Before the election, he was running scared and claimed he will think very hard about the vile means testing.

after securing the election by hoodwinking stupid peasants, he gleefully announce Means Testing within a few full moons in order to replenish state coffers for the financial year.

Peasants who ate his poisoned penang laksa will of course be puking.

Now the mouthpiece sing praises of this laksa who do not buy mini bonds, get the facts right, by denying affordable health care to many peasants, Penang Laksa has cost peasants more money than stupid losses in minibonds.
 
Has means testing been implemented already? How come when I went to hospital, they never asked for means testing to qualify for subsidised class. Quite the reverse, even at subsidised class, they asked for guarantor!

Whatever, means testing is a silly idea. Have to prove your income to decide your class of ward? They'd have to station banking officers, credit bureau officers and income tax officers in hospitals to screen you.

Medical subsidies should be applied across the board to all citizens, with classes according to their choice. I see nothing wrong with a millionnaire patient opting for Class C, if he doesn't mind that to get warded means waiting a few hours for an emergency case or a few months for a non-emergency case. After all, as a millionnaire he should have paid quite a lot of taxes to help fund the subsidies.

Fact is, most millionnaires and even just upper middle high incomes would automatically choose higher class wards with less or even no subsidy, or just go to private hospital. Means testing being brought up is a smokescreen to mislead people into believing that the shortage of public hospital beds is caused by rich people joining the queue. The shortage is caused by Yeo Cheow Tong, who's also equally responsible for skyrocketing medical costs.

It was purposeful restraining of building more public hospitals to create more market space for private hospital groups like Raffles, Parkway etc. to grow and bloom, purposeful spiralling up medical costs to boost their revenues.

Then the new and refurbished public hospitals mark their fees to the private hospitals, which are impossibly unaffordable for the poor and lower income groups. Then the bills are rated down with government subsidies according to class, with new public Class A no subsidy entitled, but upgraded to private hospital equivalent.

Voila! The government has turned public hospitals into profit-making enterprises. The Class C is just a beast of burden. Find more ways to discourage people from that. Khaw Boon Wan thought of means testing to bar patients above certain income from subsidy or to lower subsidy. It's plain silly. It's very hard to prove to a bank that you can service a $100,000 loan but if you want to, it's very easy to tell the hospital don't put you in Class A as you can't foot a $100,000 bill, even if you own a bungalow and limousine. Just tell them you owe other people lots of money.

And then Singaporeans always wonder why Singapore
rich beyond the envy of our neighbors still reluctant
to built hospitals with demand breaking at the seams .

Just like our roads and highway .
It's not helping by not expanding .
By next year the old and aged will
have not enough health-care provider .
