对此，中国现代国际关系研究院美国所学者李峥对参考消息网介绍，5G被广泛认为是下一代信息技术的通讯基础，是人工智能、物联网等新一轮科技革命继续发展的基础性支柱。相比之前的无线通信技术，5G可能改变当前信息数据传输的基本业态，对wifi、红外遥控、室内宽带等进行替代，是具有战略平台意义的核心技术。当前中国、日本、韩国、美国、法国等信息产业较为发达的国家都希望在这场竞争中占据主导权，或者至少避免被其他国家落下。
有分析认为，5G技术的竞赛实际上是大国科技竞争的缩影之一。多年来，科技竞争始终是大国竞争的重要内容之一，工业革命以来，这种竞争显得更加明显、也更为重要。冷战前，各国科技竞争主要体现在军工领域，以先进武器作为主要竞逐目标；冷战后，各国的竞争转向产业链竞争、核心技术竞争以及企业之间的终端产品竞争。

这是一场没有硝烟的战争。
一方步步紧逼，各种密谋，并拥有超国家的力量，力图将对方赶尽杀绝，斩草除根。一个小的高潮，就是华为CFO温哥华转机时，突然被加拿大警方逮捕。
这还真不是小说。而是一份西方报纸的披露。
在这篇题为《“五眼联盟”是如何炮制扼杀华为的行动的》的文章中，《悉尼先驱晨报》开始几段话就是这样说的：
今年7月，一个温热的晚上，加拿大总理特鲁多与世界上最强大的情报官员一起喝酒。来自“五眼联盟”的情报机构负责人，在加拿大沿海省份新斯科舍一个安全的度假地，度过一个休闲的夜晚。之前，他们在附近的渥太华进行了紧张的会谈。

对华为来说，这难以接受。

言辞中，一种悲愤扑面而来。
要知道，为了拓展澳洲市场，华为但是也下了血本。
华为投资2000万澳元，在悉尼成立了澳大利亚国家培训和创新中心。
每年，为30名澳大利亚大学生提供机会，去华为学习下一代技术。这一项目还得到了澳大利亚政府“新科伦坡计划”的联合赞助。
在詹姆斯库克大学成立了澳大利亚首家NB-IoT实验室，引领物联网发展落地。
华为还积极赞助堪培拉奇袭队，以及作为黄金海岸太阳队的技术合作伙伴，为体育事业做贡献。
可以说，在澳大利亚，华为是一家遵纪守法的模范纳税企业，从来没发生过网络安全的事故。
也因为这种苦心经营，华为得到了澳大利亚合作方的积极评价。按照资料介绍，在澳大利亚4G市场，华为占据的市场份额有55%之多。
5G即将到来，华为正可以大有作为。
哪知道，就这样一个莫须有的罪名，华为生生被澳大利亚扫地出门。
这是公然对中资说不。以至于中国外交部立刻表示“严重关切”。
中国外交部发言人陆慷更说了这样一段话：澳方不应利用各种借口人为设置障碍、采取歧视性做法。我们敦促澳方摈弃意识形态偏见，为中国企业在澳运营提供公平竞争环境。

宣布禁令的第二天，在一场“宫廷政变”中，特恩布尔下台。
但在“五眼联盟”的合谋下，对华为的封杀，仍在进行中。
11月27日，新西兰以“网络安全风险”为由，对华为下达了禁令。
12月6日，加拿大安全情报局局长戴维·维尼奥在他的首次公开讲话中就一个“新的威胁”发出警告：
加拿大安全情报局发现，在对加拿大建设和维持繁荣经济、知识经济的能力至关重要的领域，出现了由国家发起的间谍活动的趋势。我谈论的是像人工智能、量子技术、5G、生物制药和清洁技术这样的领域，换句话说是加拿大未来增长的基础。”
谁都不会怀疑，他谈论的是中国。
用《悉尼先驱晨报》的话说，加拿大禁止华为和中兴，可能也就是是几个星期后的事情了。
要提一下的是，正是维尼奥主持了那次“五眼联盟”加拿大会晤。
在维尼奥发表那番讲话一天后，在英国圣安德鲁斯大学，英国军情六处负责人亚历克斯·扬格发表演讲。他在母校这样警告：“变化中的国家威胁，很大程度上是我们的对手越来越有创意地利用现代技术。”
这是一次被认为“非常罕见”的演讲，针对的是谁，也不用多说。

最咄咄逼人的其实还是美国。
在中兴之前，华为可能是在美国遭遇最悲情的一个中国企业。
2008年，华为联合贝恩资本收购3Com公司，遭到美国CFIUS的棒打，原因是威胁美国“国家安全”。
2010年，华为竞标美国斯普林特公司移动电讯设备合同，也因美国议员提出的“国家安全”原因受阻。
2011年，华为收购美国三叶公司（3Leaf Systems）部分资产，金额只有200万美元，依然遭到所谓“国家安全”的阻拦，最终，华为不得不放弃并购。
2012年，美国国会发布调查报告，认为华为的设备可能被用于监听或破坏美国电信网络，从此，华为被美国彻底拒之门外。
2016年，AT&T公布了一份潜在的5G供应商名单，其中也包括华为，而且华为的报价比竞争对手低了70%，按照《华尔街日报》的报道，美国国安局局长罗杰斯，和时任联邦调查局（FBI）局长科米（就是被特朗普炒掉的那位），亲自找AT&T高管谈话进行施压……
当年，在美国工作期间，牛弹琴（bullpiano）就多次聆听美国有关华为的国会听证会，反正一边倒的是美国人对华为各种可能窃密的担忧，因此鼓吹美国必须限制华为进入。
今年1月，在发布旗舰手机Mate10 Pro前夕，华为本来要和美国电信运营商AT&T签约销售华为手机，但AT&T最后突然反悔。
原因也简单，18名美国国会议员曾联名致信联邦通信委员会，以所谓华为涉嫌在美从事间谍活动等为由，要求调查华为与AT&T合作。
在当时的社交媒体上，华为终端董事长余承东的几句讲话，透露出前所未有的郁闷和愤懑。
他是这样说的：
我们过去很多年，在美国的所有收购，都被美国政府CIFUS给否决了，这对我们造成很大损失，你给别人的定金钱都付了，也给你否决了！
本来明天下午大会主题演讲，我正式宣布旗舰手机Mate10 Pro进入美国大运营商的前夕，突然被取消，造成我们巨大的经济损失！

但余承东不知道的是，这种打击，还只是序幕。
今年4月，美国司法部就华为是否违反了与伊朗相关的制裁令对其展开调查。而在这之前，美国商务部、财政部下属海外资产控制办公室，则就制裁相关问题向华为发出了行政传票。
《纽约时报》曾这样报道，美方当时并未指控华为有任何错误行为，行政传唤也不意味着刑事调查，但关键下面这个“但是”——“如果调查发现华为对上述几国的出口违反了美国的政策，触及美国国家安全，美国有可能限制华为获得关键的美制零部件和其他技术产品的途径。”
但从最后的实践，这不是禁止零部件的问题，而是直接抓人。
当然，这背后，还是美国的焦虑。
据英国《金融时报》报道，一份遭泄露的美国情报就承认，从今年年初，美国就开始对华为公司深感担忧。

第一，一些朋友认为，华为在西方的案件，是法律问题，不是政治问题。这就不值一驳了。市场经济，公平竞争。但公平环境都不存在，这还是法律问题吗？
也难怪，中国驻加拿大大使卢沙野大使公开指责：孟晚舟被拘押事件，不是简单的司法案件，而是有预谋的政治行动，是美国动用国家权力对一家
中国高科(4.640, -0.23, -4.72%)技企业的政治追杀。
第二，这更凸显了美国的霸道。中兴是有错不假，但美国一开始全面封杀，置其于死地，这就不是制裁那么简单了。跟伊朗有交易的西方企业也不少，美国国内法替代国际法就不说了，即使真犯规一般也都是罚钱了事，至少还没有一个知名企业高管因此被美国判刑，但美国偏偏跨国拘捕孟晚舟。
这利用的是美国在高科技的优势以及在金融领域的霸权。在贸易战的同时，通过科技战实行斩首战术。通过美元国际主要储备货币的地位，让其他国家都不得不屈从于美国的淫威。
第三，中国更要冷静应对。确实，华为中兴的崛起，让世界见识了中国制造向中国智造的转变，这种强大引领能力，让意识形态不同的西方，也确实很难接受。但中国企业核心技术的缺乏，又给了这些国家杯葛的能力。
所以，最高领导人就曾警告：核心技术是国之重器，在别人的墙基上砌房子，再大再漂亮也可能经不起风雨，甚至会不堪一击。而核心技术受制于人是我们最大的隐患。
最后这一点，必须警钟长鸣！
因为此前的中兴事件，朋友圈看到大量以前“中国芯”重大突破的视频，但为什么投入那么多，却在最关键时候就掉了链子呢？我们的研发机制、人才机制，有没有问题，值不值得深刻反思。

这当然是调侃，但真没毛病吗？
一个国家，如果老想着炒房子赚快钱，如果各种创新都没有炒房更来钱，那迟早会出问题的。我们现在的教训还不深刻吗？
这真是一场没有硝烟的战争，也绝不仅仅只在高科技一个领域！
伟大的背后，真的都是苦难。
