A lot of such thefts are committed by couriers and food delivery riders based on the CCTV footage that I have seen.

The couriers who open the shoe cabinet to check if there is sufficient space to place their parcels, are usually the same people who steal any parcels that were delivered earlier by other couriers in there.

Online merchandise are placed in bubble wrap and/or enclosed by a plastic bag, right? I have never seen an item of clothing, footwear, food etc. delivered without a plastic covering.

We do not know for sure whether the majority of parcel thefts are committed by the couriers or neighbours. The theft of shoes left in cabinets outside are by both sets of people based on the CCTV footage that I have seen.
